Relative to the Lundahl memorandum to DD/S&T, subject: Establishment of a Scientific Investigative Working Team to Deter- mine Standards for Measuring Technical Quality of Aerial Photography I have no quarrel with this document and am, in fact, rather delighted to have Iland Lundahl pick up the ball on this aspect of things rather than have it go to Westover by default. I do object, however, to the fact that ORD is not represented on this sub-panel. I have since talked with E about this, and both Ihave been invited to participate in the pane activities. 2. Relative to the ~roposal for a series of measure- ments and analyses in certain critical areas of the total C/M system as raised in the Drell report, we have asked o submit a more detailed proposal and have coordinated this with I of OSA, because of the complex interplay of system- un e an RO Program B activities relative to the implementation of this proposal and general improvement of the C/ M system. In general, I recom- mend that this activity be operated by OSA. 3. The original proposal by for rather standard edge measuremen evelopment activities, as contained in the proposed NPIC activity, has been turned over to NPIC and we will have and his people at Olook into some of the even more fundamental aspects of the microscopic details of spread functions of optical systems and films as related to advanced recon- naissance systems wherein extremely high resolution will be even more difficult to evaluate in after-the-fact examination of the film. We are in the process of partially sanitizing three of the Drell reports one to go to Q one to and one to 25X1 It is, of course, most important That the activities contemplated by the Drell report be activated as quickly as possible and it is believed that the mechanisms discussed above will accom- plish that. 5. In terms of over-all control, it appears that the most feasible technique for exercising at least knowledgeable control is to reconstitute the Drell Panel (minus the industrial membership) at a later date, say six months, when it is felt that some progress may have been made in the various areas. This group would meet for a few days and be briefed by the NPIC Edge Measurement Sub- Panel, systems people, targets people, and others such as committee. In this reincarnation, rather than rely on Executive Order for authority, it would be better to conduct this as more of a seminar activity rather than have industry people actually as members of a formal panel.
