SUBJECT: Meeting with Messrs. Proctor,
Col. White on 21 April 1966
Research and Development
1. Ed Proctor asked if I would sit with he, 25X1
John Clarke and Col.-White during their review of the 25X1
with ~ I met with Mr. Proctor prior to the
meeting and t-ol-ff him I had not read the proposal, I under-
stood it was the best of the four submitted, but I felt it
would take careful monitoring based on the brief summary
which I had read. I also voiced concprn that 25X1
very little of the work was actually being done by 25X1
as most of it would be under subcontract.
2. After the meeting with and Mr. Proctor. we
mez witn UOi. White who quite obviously was not enthusiastic
about the human factors and on several occasions wondered
whether ORD should not do it or whether it could be done in-
house. I felt under the circumstances that there was little
I could contribute to the discussion. It was not clear
whether Col. White would forward this with a favorable recom-
mendation. I did inform Mr. Proctor and that Dr.
will be joining us soon, along with
