SUBJECT Completion of Contract to 25X1
Design and Develop a Prototype optical
Equipment Test Kit
1. This memorandum reports completion of a contract
with A fixed price contract was 25X1
initiated on 30 June 1971 with funding of for 25X1
the purpose of designing, developing, and packaging a kit
of optical equipment testing devices. The project was
completed in January 1972.

2. Under the terms of the contract) 25X1
was to design, develop, and package a prototype optical test
selected the several items to be included 25X1
for the packaging of the items into a complete kit. 25X1
in the kit, tested the items for accuracy, wrote a manual
of testing procedures, and subcontracted with a specialist
satisfactorily selected the required items and 25X1
responsive to requests and requirements. The size problem
of the completed kit was not entirely the fault of - 25X1
packaging by the specialist subcontractor, the final kit
became larger than intended and, although portable by hand,
too large to fit under an aircraft seat.
3. Overall performance of was rated 25X1
as above average. They performed well in the selection of
equipment, submitted required reports on time, and were
produced the packaged kit. The intention of the program
was. to produce a kit compact enough to allow being hand-
carried aboard an airplane and allow storage beneath the
standard aircraft seat. However, because of the large
number of items to be included and rather inefficient
They submitted the problem to a supposed 25X1
specialist and the result was not entirely satisfactory.

4. The completed prototype test kit was submitted to
TEB and several operational units for evaluation. As a
result of this testing it was determined that some of the
items could be discarded. A second version prototype test
kit is being developed that should, by discarding the
unnecessary items and with more efficient packaging, produce
an optical equipment test kit of a more satisfactory size
and capabXle of being transported beneath the standard air-
craft seating.
