Comments relative to a proposal for alternative approaches 25X1 for assisting NPIC in its Materials-Handling Program could be summarized as: F___]alternatives are not responsive to NPIC's original requirements. 25X1 2. Attachment A of the proposal outlines a "modular" or piece meal approach wherein cut film or chips and roll film would be dealt with exclusively. 0 states that the "chip" problem appears to be NPIC's 25X1 most urgent material handling problem requiring immediate attention. Therefore, 0 proposes to forget about NPIC's materials handling problems, 25X1 other than film chips, until more money becomes available. This obviously would do little for CSD in particular and thus we would strongly urge that this course of action be disapproved. 3. The second alternative, attachment B, is exclusively concerned with the BLIP program. =proposes to make the BLIP a community wide 25X1 operation, farming out many of the non-COMOR targets to others in the community. Then by indexing and abstracting, =claims that hard copy 25X1 reports would be eliminated (thus solving a materials handling problem) and BLIPS used in their place. Again =is not aware, apparently, of 25X1 ? the E effort nor of the data base requirements resulting from JIIRG. 25X1 In addition, it appears that D is getting out of the materials handling 25X1 business (which is defined as non-digital) and into the information handling business (which is defined as digital in this case). 4. The original requirements for a materials handling study are still valid. proposal was very responsive to these requirements and, 25X1 to repeat, when and if the award is made we feel that =should be given 25X1 prime consideration. Unless the "materials handling problem" is handled on an integrated basis, however, it is felt that anything less would be a waste of time.
