MEMORANDUM FOR: Chief, Research & Engineering Division, TSG
SUBJECT : Ground Coverage Display Contracts
1. This memorandum is to relate the revised management and tech-
nical plans for the parallel contracts on the Ground Coverage Display
with RCA and Hughes.
2. As a consequence of the RED reorganization, I am taking
another look at the short range (and long range) R&D program for EOI
and at the capabilities and assignments of the personnel in the Branch.
This plan will be forthcoming shortly. However, one immediate problem
is to establish a working plan for the two imminent contracts for the
Ground Coverage Display with RCA and Hughes. Both
have been defining this work in more detail with both of the contractors
and I believe we now have good technical and management plans.
3. To achieve a balance between technical capabilities of
individuals and their workloads, I have designated a management plan
which I think will achieve the optimum results from these very critical
contracts.

4. Due to the critical nature of the initial requirements defini-
tion phase, a technical plan for Phase I has also been evolved (Attachment).
Although this Phase :I plan still requires a "cleaning-up" of some details
and a revised schedule (subject to contract approval date), I think that
this approach will achieve optimum results.
S. If you have no objection to these plans, we will proceed
accordingly (after project approval, of course).
