Minutes of Meeting Held in NRTSC Conference Room

1. The EXRAND meeting commenced at 0900 hours in the Conference Room
of NRTSC. The minutes of the previous meeting were approved as written.
2. Announcements.

a. announced that he would retire in December. He
stated he was going to be employed as a consultant with OceanMetrics

tractor consultant to Data Corporation.

b. With regard to exploitation of future systems, the Army member
requested information concerning possible relocation of NPIC. He stated
his only concern here was the possible effect upon SPAD and other services
within the NPIC environment. The NPIC alternate member stated he had no
official information but could inquire; however, it was the opinion of
members that this matter should be handled outside of EXRAND.

c. commented concerning the mistaken assumption that
the EXRAND objectives of 1968 had been considered by JRDOD and included
in their documentation. This is not true, and he warned us that the
latest edition of EXRAND objectives would very likely also not be con-
sidered. He further added that this should not really be of concern
since the great value of the objectives would be found in the proper
promulgation and usage within the exploitation community. The responsi-
bility of correct usage of the objectives would be through EXRAND and
COMIREX. The Executive Secretary noted that the new objectives had
already been forwarded to the Chairman of COMIREX for dissemination and
deliberation.

d. The SAFSS alternate member reported that
his organization would be relieved in December by

e. announced that hairman, Procurement
Coordinating Team, was scheduled to briet COMIRLX on 17 December concern-
ing benefits and savings to the government through joint procurement
procedures of EXRAND. He also stated that Chairman, Tech-
nical Task Team, would also be scheduled to brief COMIREX on deliberations
of the Technical Task Team and on the Third Annual Report: Combined R&D
Projects.

f. presented a report on the EXRAND activities of 25X1
1970. He stated we were completing the year with the following accom-
plishments:
(1) Revised EXRAND Objectives have been completed and forward-
ed to COMIREX.

(2) The Technical Task Team report is ready for publication
and would be of great value to the exploitation community since it
is the most complete compilation of imagery exploitation-related
R&D projects ever published by and for the Community.
(3) Completion of the Procurement Coordinating Team report
shows savings in cost and efforts to the government; documentation
of surplus equipment and various lists have been provided to the
Community. Test and evaluation reports on new equipment have been
disseminated.
(4) He stated that several valuable trips had been made and
a number of briefings had been provided which have been enlighten-
ing and useful. An index of trips and briefings of the past year
will be provided to the members at a later meeting.

g. requested that the members provide him with
changes to the EXRAND directory. A new, revised edition will be due
in January.

h. stated he will prepare a proposed program for
EXRAND for 1971; this will be ready for the January meeting.

b. requested that the members table their contri-
butions for the new CY 1971 EXRAND program. He outlined some of the
specific items that may be of interest to EXRAND. A discussion took
place covering such areas as (1) the actual experience
its effects on exploitation R&D; (2) progress of the Near Real Time
system and exploitation implications; (3) dry film reproduction; (4)
impact of color, etc. Other then the proposed trip to the Avionics
Lab, FTD and Recon Central, there were no other suggested trips; however,
recommendations would be forthcoming, will compile the
proposed EXRAND schedule for 1971.

4. Special Briefing.

s host welcomed the group to NRTSC and commenced a series 25X1
of briefings covering:

a. The organization and mission of NRTSC, which included the
expansion of the facilities and the building program.
b. A briefing on Digital Image Processing at NRTSC, the exten-
sive project underway and the installation of new equipment at NRTSC.
c. He briefed on the new National Photographic Laboratory now
being installed and equipped at NRTSC. This new installation has
two Fultron Viscous Processors and is capable of servicing the
Washington community.
d. then invited all of those present to have
refreshments. After about a half hour of chatting over refresh-
ments, arranged for a tour which covered only the new
installations. Just prior to adjournment, the Chairman presented
Captain Taft with a framed certificate indicating outstanding and
dedicated service to EXRAND for two and one half years.
