Our original assesasent of your request for proposal P- 10-65 lea us to
feel that existing 3M technology alight permit an almost immediate solution
to your requirement. Accordingly, several preliminary laboratory samples
were prepared for evaluation.
Measurements made on these samples reveal that they fall short of the
desired performance' They dog however, appear significantly better than.
present commercial materials. While we feel that refinements in this
basic construction may improve performance somewhat, we not doubt that
it can reach the levels you specify,
It appears that a eoairehensive development program employing a completely
different concept will be essential to achievN your objectives. Unfort-
unately, the 3M laboratory best qualified is already too heavily obligated
to undertake such a pro,;ram at the oresent time. We regret that due to
these circumstances a proposal will not be submitted. However, should you
find it necessary to compromise your performance requirements or desire an
interim improvement over present constructions, we will be pleased to con-
sider the role of a commercial supplier,
We appreciate your consideration of 3M on this procurement and hope that
you will continue to do so on any others related to our range of cap-
abilities.
