It covers all the items in the *Status of Projects", in the order of their listing there. I have marked with 411 asterisk the papers that appear to have great importance or that concern CIA direcily. In response to Defense's or0-ginal proposal that VOL acttvitles'he curtailed, State has tabled NSC 137/1 suggest- ing that the question be referred to an ad hoc committee including particularly the President's TelecommuniatMs Advisor (Mr. Marsden Pratt). Kr, Wisner (by Mr. 11111111 has pointed out that curtailment of VOA would hurt our prepagar,O/SI agrees that Soviet jamming capabilities present a grave problem for our military communications, and urges that this subject be gime into as a matter of high priority. *2. NBC 141 (the paper on forsie aid). This was circulated on January-. It raises basic policy questions of high urgency. 3. MSC 122 Progress Report (Disarmament Position?. This was circulated on 26 Januarys It says that ischnical studio* are in pro- gress and that your special committee has reported. *4. NSC 100 Progress Report (Sant-Mist trade). This was cir- culated on 215 January. It is a very detailed tacetnt of developments from 1 JuXy through 1 November, with an Appendix dealing with intel- ligence support. It makes no reoommindations an the basic policy, which is generally considered to provide only very loess guidance. 5. NBC 85 Pregress Report ON Action agaist VAS eirOUlAted on 16 January. The Middle Bast policy question -. relative cost of ensuring availability of ME oil or of offsetting its loss has been held in abeyance pending these recommendations. *9. NSC 120 (Ctlinese Maticnaliete Ind Formosa). A paper on this has been /n preparation in Defenseeihds ea4Ouly, and I have been informed that it was ready for submission early in January. Query again whether this issue can new be dealt with apart from overall Pacific policy. 10. 1189 P7 (Overall Oil POliey). See item 8 supra. 11. XSO 140 (New Summary aluation). This is the number given to our drift directive approve4 by President Truman on 19 January. Our recommendation c., for a generalised procedure for *demander's Istimates", remains pending. (Maybe ttatels new management can help push this through nowt) 12. MSC Action No. 507 (Eli/Ability of Forsiere to receive laosified Infernation). Ai* awaits * repork by Ws. A draft trosiatalal directive on this subject has been held up since Only 1951 at the request of the Secretary of Defense, pending some consid- eration by the SATO Standing Group. The delay by Ina saw relate to the 10I3 annoyance with Defense, recently revealed in the Progress Report on BSC 17/4, because of Defensets going ahead and agreeing to NATO security regulations without fully consulting ICIS.
