' e are directed further to exert sufficient effort to prepare for the acc?mplishx+ent of the wartime mission of CIA. A search of the files, hewer, fails to reveal any eta f near, no inter-HegenoY agreements have been *ado concerning the production of national intelligence during wartime. iurthermore, no agreements have been made with regard to the "services of co-,on concern" with which the DDI is charged by appropriate L CIDzs. Until such time an a policy decision is made as to the wartime mission of CIA, any attempts to draft s ch agreements would be acadeuic exercises at best. A definition of the role of CIA vie-a-vis theca, IAG, and JCS in wartime is sorely needed before any meaningful planning can be carried out. 2. Wiar planning for the operation of the DDI Offices in wartime is progressing on the assumption that all present "services of corn on concern" will continue, and that the basic NI. mechanism will remain in operation. I an enclosing a copy of the current draft of the over-alt ID1 plan. You will note that the detailed plans of the Offices are due an 15 October 1955. After careful review of the Office plans and the final drafting of the total DDI plan, * continuous review will be maintained so that with new or changing responsibilities, the W! plan can be appropriately adjusted. 3. Preparation for wartime operation spy the CDI area is being absorbed in the present budget so that no additional funds or personnel are required at this time.
