SUBJECT
Post Morten on NIB 11-14-67: The
Soviet and Nast European General
Purpose Forces
1. OSR representatives took part in the pre-
paration-of this Post Morten and we agree generally
with the description of the major problems in the
Annex.
2. All of these problest areas -- except the
missile deployment questions -- are under examination
by the Joint CIA/DIA Reinforcement Study Group. We
expect that its work will answer several of the
major questions when the initial Joint Study report
is submitted at the end of January. Several questions
will remain, however, and additional work--either
joint or unilateral--will be necessary. By the
time 11-14 comes up again, I an confident we will
have a much better grasp of the Soviet ground forces
problem.
3. In the course of the discussions on the
Post Mortem, both the Army and NSA representatives
made suggestions to the effect that some sort of
GMAIC-like interagency committee should be established
to deal with the matters raised by the Post rtem.
The proposals were rejected by the Chairman on the
grounds that such a recommendation to USIB would
be inappropriate. The representatives were advised
that their principals were at liberty to make similar
proposals at the USIB meeting if they desired.
4. If this does come up at USIB, I recommend
that the CIA Member oppose the formation of such an

inter-agency Committee. The Joint CIA-DIA Study
group is the proper response to the problems as
they now exist. CIA and DIA have the requisite
production resources (the Army does not) and are
tasking the collection and processing agencies as
necessary. At this stage, what we need are workers,
not kibitzers.
