A wanted to get the Steering Connuittee to "approve"
the program which involved the estii ted expenditure of some $2.5
million from DOD funds. Mr. Bruno Augenstein (DOD) stated that
he felt that those cost estimates were probably about one-tenth
of what they should be; there was general concurrence with this
