DIA DECLASSIFICATION/RELEASE INSTRUCTIONS C E Dear Ray, FILE I appreciate your letter of 21 May regarding the origin and progress of the CIA/DIA Panel instituted to respond to Mr. McNamarats request re- garding Soviet Ground Forces. However, while I share your concern and interest for the need for marked achievement of the Panel, I feel that we have made considerable progress in the months since the requirement for such a study was first identified by the Secretary of Defense. Specifically, We in DIA have scheduled the Aberdeen trip of 23 May; we have provided a one day presentation of our methodology of maintaining ground order of battle; and we have completed a comprehensive study on the Soviet Bloc Ground and Tactical Air Forces, copies of which we furnished you on 20 May. Concurrently, we are reviewing and moving to provide addi- Reference for the Panel. I would appreciate your react-Lon to our proposed approach to the requirement we are obliged to satisfy. Since there are differences between your suggested Terms of Reference and ours, I again suggest an early meeting of the Panel members as proposed for Monday, 27 May. My main concern is that we achieve a truly joint effort as expressed by Mr. McNamara in his memorandum to the JCS of 12 April.
