- On 19 November,
25:0 the Rumanians had successfully
resisted Soviet pressures concerning Pact
maneuvers in Rumania in 1968. Instead, they
will be held there in 1969.

diplomatic reports agree that 1969 is the year
for maneuvers in Rumania.
Nothing of interest was discovered.

- A French attache in Moscow was told by a Bulgarian
attache during the past week that an unidentified
unit had deployed to the Rumanian border from the
Kharkov area.
- Units in the Kharkov area have not been observed
by western attaches since 30 August when these
units appeared to be in place.

- On 20 November in Prague, the Rumanian Counselor
met with the DCM of the U.S. Embassy and said
that he had no recent indications of a Soviet move
into Rumania. He also said that he is no more
anxious now than he was in the past several months
over the possibility of a Soviet move into Rumania.
- On 20 November
the Rumanian minister of Defense on a recent
trip to Moscow(for the meeting of Soviet Bloc
Defense ministers on 29 and 30 October) was
pressured by the USSR to permit the stationing
of Soviet troops in Rumania; to allow passage of
Soviet troops through Rumania at any time at the
request of the USSR; and to approve the scheduling
of Warsaw Pact maneuvers in Rumania in the near
future. I despite Soviet
pressure, the Rumanian government does not intend
to accede to the three Soviet requests.

- Rumanian propaganda and news stories have shown no
change in their normal flow. There also have not
appeared any commentaries or editorials to explain
or to justify Rumanian agreement to Warsaw Pact
maneuvers in the country at this time as could
reasonably be expected. The population, further-
more, has not been called upon by the leadership
or news media to prepare to resist a Soviet/Warsaw
Pact invasion as was done last August.

It
recent
concentrations of Soviet troops in Odessa and
Moldavia as well as movements of Polish troops in
southern Poland. It is rumored in Moscow that
Soviet Defense Minister Grechko is in Kishinev and
Warsaw Pact Chief of Staff Shtemenko is in Bulgaria.
- Soviet troops in the Odessa Military District were
mobilized during the Czech crisis, but we have had
no information concerning a subsequent buildup in
that area. We cannot confirm Soviet troops in
Poland.
- Red Star reported on 16 November that Grechko was
Trikisninev on an unspecified date. Shtemenko was
reported in Bulgaria as late as 16 November.

- Ambassador Davis met with First Deputy Foreign
Minister Macovescu on 21 November. Macovescu was
highly skeptical of the rumors of an impending
Warsaw Pact invasion of Rumania.
- There has beenno noticeable change in the propaganda
commentary from Bulgaria, East Germany, Hungary and
Poland concerning Rumanian affairs. Nor has there
been any effort by these countries to manufacture
and propagandize a "justification" for the invasion
of Rumania as was the case prior to the Soviet
invasion of Czechoslovakia.
