SUBJECT: "White Paper" Statement by Secretary
of Defense
1. On 11 June 1969, with the approval of the
Secretary of Defense, the Subcommittee on Department
of Defense of the House of Representatives Committee
on Appropriations released the transcript of its
hearings on 22 May 1969 at which the Secretary of
Defense made a prepared statement on the Safeguard
ABM system. This statement has been referred to
as a "White Paper" on that subject.
2. Neither the text of the Secretary. of
Defense's statement nor the question of its release
to the press was checked by or coordinated with
the Office of Strategic Research. Officers of
the Office of Strategic Research had no contact
with officers of the Department of Defense concern-
ing the statement or its:,,,x.el,e,as4.
