MEMORANDUM FOR THE RECORD
SUBJECT: The President's Foreign Intelligence Advisory Board
Z. General Taylor told me today that he has scheduled the
first meeting of the new PFIAB for Thursday and Friday. April 17th
and l8th. There is as yet no agenda, and Coyne told me separately
that he thought it might be more in the nature of a "get-together"
than anything really substantive, but he can't be sure. Coyne assumed.
the DCI would be scheduled for the second day, as usual. General
Taylor said that he hopes to have a conversation "across the street"
in the very near future to get guidance on What is expected of the new
Board. Following that he intends to visit the SCI to discuss with him
exactly what the Board should try to do, how it should work, etc.
General Taylor also said that he will be considering how to respond
to the President's charge on the Board to rake an annual threat
assessment. He said that-Mr. Lincoln '"d Admiral Anderson have
,oleo y s own great interest in the Board's activities and be expect$
them to be vigorous and enthusiastic participants. 25X1

25X1 Lincoln sat in on the two DIDI/DD? briefings
today. He skid not have very much to say but was obviously
interested and impressed, and he commented that he had learned a
lot. General Taylor seemed to me to adopt a subtly proprietary air
toward the CIA br>iefers vis-a-vis Mr. Lincoln, and I found this
rather appealing. Some of his questions seemed deliberately designed
to bring out the best aspects of the Agency's operations for the benefit
of the new member. He made a p rticulaar point of saying to Lincoln
what a good show we were running; f sr an amount he obviously
thought very modest. He was clearly p eased with. his boys.
3. The Chairman will probably want to have the four new
members--Lincoln. Murphy, Anderson and Rockefeller--security
briefed just before the opening session on April 17th. Coyne will let
us know when FBI clearances are received. 25X1
