MEMORIkNDt FOR THE RECORD
SUBJECT: President's Foreign InteUtgence Board
Threat Assessments
Executive Registry
1. General Taylor told me today that when the Boe;rd met
with the President on April 18th he told them that although he had
said in his public announcement that he would look to PFLAB to
make a threat assesslrs ent annually, he wanted them to do an
additional one in time to have some possible effect on We year's
iii et. Therefore General Taylor feels that within not much more
than a more h,a D d is going to have to come up with something
In the way of a "quickie assesoraent" and that after that they would
e ` arnlr annual basis. (He acknowledged that should the ABM
issue be defeated, this threat assignment would no doubt go away.)
2. In order to "bring the entire l 0-man Board up to the
same level of knowledge." General Taylor proposes to have a two-
day meeting toward the and of May. At that time the chairmen of
the three panels which are now being briefed will share their kuowvl-
..~ .pdge with the full Board. At that time they may want to c.-al xn
~~?~" outside witnesses. He mentioned as an example someone from
r:+~~ a ?! Thcrxxxp Farm 1'~amo Wooldridge whose name escaped him but who had
"e apparently been amen' oned at this morning's briefing. In answer to
p,.r~ oue my direct question, he apologlZed for not being able to tell us
any
edw- whether they .would want to call any witnesses of the Agency at the
May rnoeting. '.Ag , in answer to my question, he said that the
N'"":p ~ r ~s crv et offensive briefing had gone this morning was just
what they had wanted and that the other two should follow the carne
pattern.. I told him we were going to start the Chinese briefing off
with a general political. psycholo ical. economic sort of preamble
25X1 in view of the obvious differences between the two areas
and he thought this was fine. 25X1
