MEMORANDUM FOR: Deputy Director for Intelligence
SUBJECT OSR Support to ACDA for Senator Gore
1. I attach a copy of the letter from Gerry
.Smith to Senator Gore which responds to the Senator's
questions on comparisons of rates of spending by
the US and USSR for strategic forces. The letter
is based primarily on data supplied by OSR and has
been coordinated with the Department of Defense.
It will present no conflicts with the testimony
already provided to various Congressional committees
by Mr. Helms and Secretary Laird.
2. The attachment to Smith's letter is a paper
by Abraham Becker on Soviet resource allocation
considerations. It contains, on pages 7 through
10, a useful statement on the problem of comparisons
of defense efforts in the two countries. We sug-
gested that ACDA call the Becker monograph to
Senator Gore's attention rather than undertake
a lengthy discussion of the comparison problem
in the letter.
3. I am sending a copy of Gerry Smith's
letter and the attachment to Jack Maury.
