NOTE ON THE SOVIET WORD SPECIAL
There has been some confusion on the meaning of "special" conceal-

ment. After checking with it seems that by special
concealment the Soviets mean acts solely executed for the purpose of
concealment.
Thus the Soviets are saying that the Parties undertake not to
employ those impediments to national means which were intended solely
to impede. The use of the term "special" makes the statement very
weak and, in fact, makes the next sentence "This obligation shall not
extend to current construction, assembly or overhaul practices."
