In conformity with its firm principled policy, the position of
the Soviet Union is, as has been stated by Premier Kosygin, too, in
Canada: it hopes that an agreement concerning the limitation of strategic
arms systems would be concluded in the first quarter of 1972, but possi-
bly as early as in the last months of 1971.
If these hopes materialize, the peoples of the world can heave a
great sigh of relief: the question of disarmament would have made a
great stride forward."
