The USIB Steering Group on Monitoring Strategic Arms Limitations
is responsible to the Director of Ceht;al Intelligence for guidance
to and supervision of all intelligent' monitoring activities required
under the recently-concluded strategic arms limitation agreements
with the USSR. In order to carry out my responsibilities as Chairman
of the Steering Group, it is essential that I be kept informed about
developments in the USSR which are relevant to the SALT agreements,
particularly those developments which may have a bearing on Soviet
compliance with the agreements. It is also essential that I be kept
up-to-date on intelligence programs, plans and problems'which are
directly or uniquely related to the task of monitoring Soviet compliance.
I will rely on you to keep me informed, and to send copies of relevant
communications to the CIA, DIA, and State/INR members of the Steering
Group, to whom I am sending identical requests.

MEMORANDUM FOR: Chairman, USIB Steering Group on Monitoring
Strategic Arms Limitations
SUBJECT: Meeting of the SALT Monitoring Working Group,
Thursday, 27 July 1972, 1:30-3:45 p.m.
1. Present at this meeting were all members of the Working Group,
the chairmen of COMIREX and GMAIC, a representative of NPIC, and other
invited participants.
2. Baseline Report. The Group discussed the draft baseline report
on the status of Soviet forces relevant to SALT as of I July 1972, which
was distributed earlier this week it was agreed that in
content and scope, the draft generally meets e requirement. Data need
to be added on ICBM and SLBM test and training launchers, and on the
estimated power-aperture products of certain ABM-related radars. It
was also agreed that in the final version, future estimates which are
the proper subject of NIE's should be avoided, but that statements
showing the relationship of various Soviet activities to the provisions
of the SALT agreements should be included.
3. Specific suggestions for changes in the language of the draft
will be made directly by C.O.B. today. Interagency
coordination of the dra wi e effected via the PQR mechanism on
Tuesday, I August. A galley-proof of the final version, including
graphics, will be submitted to the Steering Group for review and
approval.
4. The Working Group considered a suggestion that the baseline
report should have a summary, but decided not to request a summary at
this time.
5. Guidance for Photointerpreters. draft was
reviewed and minor changes were introduced. Final approval was deferred
until ne week to allow time to coordinate a proposed change in the
guidancel and to check the paper for consistency with
certain standing requirements.

SUBJECT: Meeting of the SALT Monitoring Working Group,
Thursday, 27 July 1972, 1:30-3:45 p.m.
6. Role of GMAIC. Chairman, GMAIC reviewed his committee's role
as the community mechanism for coordinating data and estimates on
weapon system characteristics and performance. GMAIC stands ready
to receive requests from the Working Group. GMAIC plans no extra-
ordinary SALT-related activities at this time, though much of its
normal activity is pertinent. Mr. Stoertz reported that Gen. Walters
will ask GMAIC, COMIREX, other USIB committees and Steering Group
members to keep him informed on SALT-related developments in the USSR,
and on US intelligence programs to monitor such developments.
7. The attached draft agenda for the next Steering Group meeting
was distributed for comment by Tuesday, I August.
8. The next Working Group meeting will be on Thursday, 3 August.
At that time, will be asked to describe the priority search
areas for ABIVI and en mouse deployment now being used by COMIREX, and
will be asked to discuss DIA SALT monitoring plans.
