Approved sqr Release 2004/07/07: CIA-RDP79BOIA09A000400010021-5 November 21, 1962 NUMBER 5105.27 Department of Defense Directive SUBJECT Defense Intelligence Agency (Mapping, Charting and Geodesy) Reference: (a) DoD Directive 5105. 21, "Defense Intelligence Agencyt" A. This directive establishes a management arrange- ment for Department of Defense mapping, charting and geodetic activities under which: All DoD mapping, charting, and geodetic collection and production requirements will be assembled, validated, integrated, and ranked in priority, and determination will be made as to how such requirements can be satisfied most economically and effectively; 2. A single DoD mapping, charting, and geodetic program will be developed; and 3. A single authority will be made responsible for managing the over-all DoD mapping, charting, and geodetic program. B. The provisions of this directive on mapping, charting and geodesy do not include: 1. Area analysis (such as geographic and terrain studies) except for cartographic and reproduction support thereto; DIA and OSD review(s) completed. Mapping activities of DoD military construc- tion organizations in direct support of military construction or civil works activities; and 3. Those aspects of photographic interpretation and oceanography not directly related to mapping, charting, and geodetic activities. H. APPLICABILITY The provisions of this directive apply to all components of the Department of Defense. A. Mapping, charting, and geodesy (MC&G) includes: (1) field surveys for geodetic or map control; (2) gravimetry; (3) geomagnetism; (4) hydrography and those aspects of oceanography directly related to mapping, charting and geodetic activities; (5) aerial cartographid photography and airborne electronic survey control; (6) satellite geodesy; (7) target material graphics and target positioning data; (8) place-names indexing; (9) cartographic phases of area analysis intelligence production; (10) cartographic aspects of air and sea navigation aids and systems; (11) terrain model production; (12) evaluation of source data and products; and (13) related activities. B. Production encompasses those functions of DoD organi- zations which support MC&G and related activities, such as (1) field survey operations; (2) research for and evalu- ation of source materials; (3) product evaluation, compi- lation, drafting, reproduction (printing), and distribution; (4) cartographic revision and maintenance; (5) operation of source data libraries; (6) preparation of technical studies and reports; (7) technical process development; Approved For Release 2004/07/07 : CIA-RDP79BO1709A000400010021-5 Approved or Release 2004/07/07: CIA-RDP79BOW09A000400Q.iO021-5 5105.27 (8) aerial cartographic photography; and (9) airborne electronic control operations. C. Related materials, or data, include all MC &G source materials (and the activities for their acquisition and processing) required for produc- tion of (1) maps, charts, geodetic and geophysical data; (2) air and sea navigation data and information services; (3) oceanographic data; (4) terrain models; (5) ocean bottom graphics and models; (6) place- name indexes (gazetteers); (7) target material graphics; (8) cartographic products prepared specifically to support military planning and operations such as city plans, escape and evasion graphics; (9) special graphics for support of special forces activities; (10) special graphics for support of specific weapons systems (e. g. , film strips and computer tapes for navigation control); and (11) devices, graphics and publications to support specific navigation systems. D. Target materials encompasses the cartographic and geodetic items of the Air Target Materials Program (ATMP) and similar items identified in the plans of unified and specified commanders. Target materials include: (1) target charts and mosaics; (2) area radar prediction analysis graphics; (3) missile target data sheets and launch site data sheets; (4) hydrographic- oceanographic data sheets; (5) target illustrations; (6) geodetic data sheets; (7) graphic indexes and catalogs of such items; and (8) similar items of target materials established by the unified and specified commanders. It does not include: (1) Bombing Encyclopedia (BE); (2) Target Data Inventories; (3) Tactical Target BE Number Indexes; (4) Target Annotation Supplements; or (5) other items consisting solely of textual or tabular target intelligence. IV. FUNCTIONS AND RESPONSIBILITIES A. The Joint Chiefs of Staff shall establish over-all requirements and priority guidance for DoD MC&G Approved For Release 2004/07/07 : CIA-RDP79BO1709A000400010021-5 Approved For Release 2004/07/07 : CIA-RDP79601709A000400010021-5 activities after consideration of recommendations made by the Director, Defense Intelligence Agency (DIA). B. The Director, DIA, or his designees shall: 1. Develop, assemble, validate, integrate, and rank in priority all DoD MC&G area requirements; 2. Develop, assemble, integrate, review, validate and establish DoD-wide MC&G product require- ments giving due recognition to those requirements placed on DoD by statute; 3. Develop, assemble, validate, integrate, establish, rank in priority, and assign MC&G collection requirements; 4. Set specifications for MC &G production; 5. Establish production priorities, assign and reassign all DoD production programs; 6. Establish production priorities, assign and reassign production programs to those MC&G production organizations of the unified and specified commands to the extent that the capabilities of such MC&G organizations are available to satisfy DoD-wide MC&G production requirements; 7. Consolidate, review, and assign the relative military importance of DoD MC&G research and development requirements; 8. Establish a uniform DoD system for geodetic control; 9. Prepare and submit to the Secretary of Defense, under established DoD procedures, a consolidated DoD MC&G and related materials program, 4 Approved For Release 2004/07/07 : CIA-RDP79BO1709A000400010021-5 Approved-for Release 2004/07/07 : CIA-RDP79BOW09A000400010021-5 Nov 21, 62 5105.27 together with recommendations pertaining thereto. The DIA program and budget will include the estimates of the funds required to finance MC&G activities organized within and directly managed by DIA, and recommen- dations with respect to the estimates of the military departments of the funds required to finance the approved MC&G activities which the departments and commands conduct subject to DIAts over-all management control; 10. Exercise management control over DoD MC&G activities to include supervision of the execution of-all approved MC&G plans, programs, policies, and procedures; 11. Provide for obtaining the maximum economy and efficiency in the management of DoD MC &G re-sources; 12. Provide for meeting the MC&G area and product requirements of all DoD components within available resources; 13. Provide for DoD MC&G and related materials contributions to: a. The National Intelligence Survey; b. Strategic and war plans of the Joint Chiefs of Staff; c. The ATMP; d. The Amphibious Objective Study series; e. Photographic interpretation projects; and f. Establish the DoD position for intra-governmental and foreign MC &G agreements and provide DoD representation in national and international MC&G activities; 15. Provide for satisfying the emergency MC&G requirements of the unified and specified combatant commands; 16. Act as the agent of the Joint Chiefs of Staff on MC&G matters involving the unified and specified commands; 17. Participate, as appropriate, in joint review of the DoD MC &G program or elements thereof, with other staff advisers of the Secretary of Defense, such as the Director of Defense Research and Engineering and the Assistant Secretaries of Defense; 18. Maintain current information, as appropriate, on private, other governmental, international, and foreign MC&G organizations, capabilities, facilities, and commitments; 19. Develop and establish, as appropriate and in consonance with other DoD directives and instruc- tions, DoD-wide security measures for the protection of MC&G (1) records, (2) basic compilation data, (3) photography, (4) maps, (5) charts, and (6) related materials; 20. Develop, collate where appropriate, and review recommendations for MC&G legislation which may originate within or involve DoD; 21. Periodically apprise the Joint Chiefs of Staff and the Secretary of Defense of developments, plans, and progress in the MC&G field; and 22. Discharge such other MC &G functions and responsibilities as may be required to achieve the objectives of this directive. Commanders of unified and specified combatant commands shall: 1. Establish within their headquarters the staff capability to direct the MC&G activities of their commands; 2. Assemble, validate, and rank in priority the MC&G area and product requirements of their commands and forward them to DIA; 3. Develop and forward to DIA their recommen- dations on MC &G products, specifications, and standardization agreements; 4. Determine their MC&G research and develop- ment requirements; 5. Satisfy in as far as practicable their approved MC&G requirements from assigned resources; 6. Provide, as requested by DIA, information on MC&G programs and activities conducted by their commands; 7. Identify to DIA those MC&G production capabilities of their commands which are available to satisfy DoD-wide requirements; 8. Conduct those MC&G activities assigned by DIA; and 9. Prepare mid and long-range MC &G plans, in accordance with guidance. provided by DIA, and submit them to DIA. D. The Secretaries of the military departments or their designees shall: 1. Provide resources and other support services to their respective MC&G production, collection, and research and development organizations to Approved For Release 2004/07/07' : CIA-RDP79BO1709A000400010021-5 Approv4 For Release 2004/07/07 : CIA-RDP79&1709A000400010021-5 include appropriate programming, budgeting, funding, personnel manage- ment, training, procurement, and residual staff support services; 2. Provide logistic and administrative support to their MC&G elements assigned to the unified and specified commands; 3. Develop research and development projects and programs in support of their approved MC&G activities; 4. Develop and submit to DIA their departmental MC &G area and product requirements; 5. Develop and forward to DLA their recommen- dations on MC&G products, specifications, and standardization agreements; 6. Provide, as requested by DIA, information on MC&G programs and activities conducted by their departments; 7. Conduct MC&G production programs and other MC &G activities as signed by DIA; and 8. Prepare departmental MC&G programs and budget estimates in support of the DoD MC&G program. The Relationships and Authority specified in reference (a) are applicable to the functions and responsibilities assigned by this directive to the Director, DIA. In addition, the Director, DIA, is specifically authorized to: A. Satisfy emergency production requirements by tasking the production assets of any unified or specified command, regardless of previous commitments of such assets, when approved by the Joint Chiefs of Staff or the Secretary of Defense. VL EFFECTIVE DATE AND IMPLEMENTATION A. This directive is effective upon publication. Its provisions will be implemented as determined by the Director, DIA. B. When the Director, DIA, assumes a function or responsibility assigned by this directive, all DoD components will review their existing directives, instructions, and regulations for conformity; make necessary changes thereto within 90 days; and notify the Director, DIA, and the Secretary of Defense when changes are completed. C. The transfer of MC&G funds, facilities, equipment, personnel authorizations, and civilian personnel to DIA from other DoD components will be accomplished under established DoD procedures. 4 Secretary of Defense Approved For Release 2004/07/07 : CIA-RDP79B01709A000400010021-5
