The representatives designated by USIB members met on 20 bbzch 196]., to discuss the suggestions not forth in the attachment to CSIB..D-1.5/5, and the general subject of requirements, as set forth in the Joint Study Group Report. With respect to the suggestions, the followinC. actions were agreed to: a. The Office of Central Reference (OCR) of CIA will initiate a trial experiment to put under machine control those requirements levied on the Contacts Division of CIA since 1 Jan 6i. In conduct- ing this experiment OCR will endeavor to make its system oooW ible with the punch card control systems now used by the xir Force to control its requirewnts. ,dditional2y, OCR will consult with Army and Navy to ensure maxim= compatibility with systems 'which these agencies may be adopting. b. After considerable discussion it was agreed that "country guides," setting forth in succinct form the principal collection requirements and responsibilities of the agencies, including the clandestine services requirements as stated in the applicable Interagency Priorities Committee (M) list, would be a useful tool for chiefs of mission in carrying out their coordination responsibilities. It was also agreed that such "country gulde311 should not supersede or replace existing guidance and requirements levied upon collectors through their own departmental or agency channels. The Department of State member agreed to furnish each representative with a sample of the annual country guide being developed in the apartment. It was also agreed that in the prepa- ration of the next guide in the series, the Department would ask for contributions from Army, iavy and air Force concerning their needs from the country in question. The Department of State repre- sentative also expressed strongly the value and usefulness of achieving an exchange among the agencies, of requirements sent to each overseas area, including requirements for clandestine collection c. it was agreed that each agency would submit a list of its valid requirements which have not been accepted for collection by any collection component. It was agreed that the MI's Coordination Staff would pre. page a draft paper oonceraing the eoulposition, functions, and method of operation of the central body or clearing house for reviewing qudreseats ~ndad by the Joint Study Group. This draft paper would be submitted to the representatives for their review end ante, and for discussion at a future meeting. e.
