The Guided Missile and Astronautics Intelligence Committee (GMAIC) is greatly concerned that postponement of the next KH-4 mission to September 1970 will seriously degrade the efficacy of NIE 11-8-70 scheduled for USIB approval in September. Furthermore, strategic weapons deployment information provided on a timely basis is necessary to those involved with SALT. 2. If the launch of KH-4 Mission 1111 is delayed beyond its original early August date, NIE 11-8-70 ICBM deployment state- ments will have to be based primarily on the March 1970 KH-4 Mission 1009 since coverage of the SS-9 ICBM deployed sites provided by Mission 1110 was largely incomplete. The GMAIC considers this unsatisfactory. 3.
