Attached is the National Reconnaissance Program forecast of over-
flight activities for the month of December 1973, and highlight informa-
tion for the past 30 days on previously approved overflight activities.

NOTE: 1. The eight peripheral missions will be flown against valid USIB-requirements, and will be conducted
in accordance with the restrictions set forth by higher authority on 5 ,August 1971 (to remain at least 25 nm
offshore from the PRC and to avoid overflights of PRC held islands).
2. Plans are still active to fly the one remaining of the two IDEALIST SCOPE SHIELD missions
previously approved as soon as weather and equipment permit. '

The mission was a routine flight with no significant items to report.
However, due to a navigation error the aircraft approached four nm
off mainland. No PRC reaction to the mission was observed. Missions
were on a stand-down 7-16 November during'the Secretary of State'
visit to China.
