SUBJECT: Expanded Use of Sanitized KH-4 Photography for
Military Purposes

1. References:

2. By Reference a. authority was provided SIO's to sanitize
and use KH-4 photography in support of manned weapons systems
of the SLOP, The USIB has approved continued use of KH-4 in
support of STOP as at present and has extended use of sanitized
KH-4 and KH-5 (DAFF) photography to support other military
plans subject to review on a case by case basis at the national
level.
3. Requests for sanitization and use of KH-4 or KH-5 in
support of plans other than SLOP must be submitted to the TCO
DIA via TALENT KEYHOLE channels with explicit justification
and detailed information in each case so that all factors are
considered when presented to the national level authority for
approval. Specifically, that information required is outlined
below:
a. An explanation of the exact use to be made of the
photography to include the questions, (1) will the photography
be used to illustrate the intelligence and if so explain why a
sanitized drawing or sketch will not suffice for illustrative
purposes? (2) is photography essential to provide intelli-
gence and if so indicate the nature and scope of intelligence
to be provided and explain why this cannot be accomplished by
sanitization: (3) what has been the nature and extent of
actions taken in accordance with Annex C of the Sanitization
Manual (Reference b.) to support the particular plan? (4)
what is the intended distribution of document which includes
the photography and the number of copies made?

b. Full description of each target or area for which
sanitized photography is desired; If the nature and distri-
bution of individual targets within an area will require
separate photography for certain targets, specify the number
of separate photographs. Also, if more than one print is
needed, explain the need.
c. With each area or target for which KH-4 photography
is requested, identify the contingency plan or program to be
supported. The principal objective in these descriptions
should be to establish the priority and permit this factor to
be weighed against security factors.
d. Accompany every request with an inventory of other
available photography not subject to T-KH controls. Specific
comments on the date of such photography, the quality, and the
usefulness or limitations in terms of the contingency plan to
be supported should also be included.
4. After receipt of the above information and upon examina-
tion and approval at the national level, notification and
specific handling requirements will be provided and the follow-
ing procedures must be carried out:
a. Maintain a record which documents the sanitization of
KH-4 or KH-5 photography. As a minimum, the record will:
(1) Identify, by mission number, pass, and frame, the
photography from which the sanitized material is being pro-
duced.
(2) Indicate the number of copies of the sanitized ma-
terial produced.
(3) Identify the product used to disseminate the
sanitized material.
(4) Identify, by TCS or message number, the document
which authorized the sanitization action.

(5) Indicate the. classification and handling restric-
tions applied to the sanitized material.
b. Accomplish the sanitization action in a TALENT-KEYHOLE
secure area, using TALENT-KEYHOLE indoctrinated personnel.
c. Insure that entire frames of photography are not sani-
tized.
d. Insure that the photography is altered by enlargement
or reduction.
e. Insure that original fiducial marks and all TALENT-
KEYHOLE Control System markings, including mission number, are
removed.
f. Insure that no attribution to source, or reference to
TALENT Control System, is made.

Date the photography by indicating only the month and
h. Insure that the sanitized material is classified SECRET,
and bears the markings; NO FOREIGN, CONTROLLED DISSEM, NO
REPRODUCTION PERMITTED, LIMITED DISTRIBUTION, GROUP 1.
i. Insure that distribution of the sanitized material is
limited only to the number of copies required and that the
need-to-know principle is applied.
j. Insure that sanitized material is controlled while re-
leased from the TALENT Control System and returned to the orig-
inating Department or Agency Office for destruction.
k. Forces with combatant assignments may not carry sani-
tized material in the field or in aircraft except in execution
of war plans.
