9. I Ireported efforts to cover two
priority South China/North Vietnam requirements as follows:
a. Coverage of Lines of Communications (LOC)
pertinent to the introduction of Chinese forces into North
Vietnam (see COMOR-D-25/207, 4 March 1966). The
number of LOC priority targets in South China and North
Vietnam remains at 141. For the period 20-26 February 1969,
no surveillance coverage was reported.
b. Coverage of North Vietnam to detect the
possible introduction or deployment of offensive missile
systems (see COMOR-D-25/200, 23 May 1967, and
COMIREX-D-25, 3/2, 20 November 1967) is shown on
the grid map at Tab B for the period 13-19 February 1969.
Two BUMPY ACTION missions flown during this time
period and and considered successful have not been
reported. No SSM activity was observed.
10. No GLASS LAMP missions were flown in the 14-27
February period because of the standdown during the President's
absence, reported that for the 56-day period
beginning 26 December 1968 seven GLASS LAMP missions were
flown over Cuba and provided 78 percent coverage of the area.
During this period 154 of the 180 targets in Cuba were covered
completely on cloud-free photography.

1. commented that for the first time
we are above USIB requirements n Learch coverage of both the
built-up areas and the underdeveloped areas. The preliminary
figures from AMS show coverage of 85. 4 percent of the built-up
area and 87. 5 percent of the underdeveloped area search require-
ment after applying the coverage acquired by Mission 1106.
3. To fulfill ICRS requirements, NRO has selected an
910 A-1 12, rJay low hird orbit for Mission 1050

stand better on fulfilling the CCRP requirements than at any time
since we have been keeping books on them (see Tab A).

7. reminded COMIREX members of the
visit to the 'U. S. Geological Survey Special Area Facility at
Reston tomorrow and indicated that he had had the tour and felt
it was worthwhile. The Chairman indicated that he planned to
attend and encouraged others to do so.

Change in Criteria for MC&G Evaluation of KH-4 Phatocrrarj

1. explained that the question of reducin
the minimum unit size of KH-4 photograph fromi 25X1 D
had been raised because
MC&G thought it was time to modernize the criteria we have been
living with for some time. He indicated that there was no controversy
or problem concerning the reduction and that the matter had been
placed on the agenda as a means of notifying COMIREX of the change.
2. Discussion of the MC&G requirements followed
and it was agreed that it should be perfectly clear that this change
does not make any appreciable difference in the collection of MC&G
targets, but only in the exploitation. From the standpoint of
operations, there would be no change except that in the bad weather
belt NRO might make attempts at getting smaller slices than they
would have heretofore.
3. COMIREX approved the MC&G action to reduce the
size of the area they would consider adequate to use for MC&G
evaluation purposes. (See Tab C for copy of MC&G memorandum
to the Director, NRO Staff. )
Format for New Monthly Report of Overhead Imagery (COMIREX-D-16. 1/
4. The Chairman asked if members had had an opportunity
to review the first monthly report in the new series and what their
feelings were concerning its format. The only questions raised had
to do with whether or not the areas covered were standard and what
type of information would be included on exploitation.

a particular situation seemed to warrant such treatment. The
exploitation report that has been prepared by EXSUBCOM will
be made a regular part of the monthly report so that all the
information will be available in one place. The Executive Secretary
was directed to prepare next month's report in the same format
as the January one with the addition of the exploitation information.
Report on Need for Telephone Communications at T Security
Level (COMMIREX-D-2. 12/2) 25X1
5. The Chairman asked that replies to the questionnaire
on need for telephone communications at the T-KH security level
be expedited so that they would reach the Executive Secretary by
c. o. b. Tuesday, 4 March.

Chairman, COMIREX, consulted with in DIA 25X1A
and decided that the request was in accordance with USIB instructions
that DoD submit to COMIREX requests for the use of sanitized KH-4
photography to support contingency planning (COMIREX-D-2. 7/4).
Release of Sanitized KH-4 Photography to Sixth Fle
6. The Executive Secretary reported that on 5 February
the Chief of Naval Operations had written to the Director of
Central Intelligence requesting that due to concern with the Middle
East situation steps be taken to make available to the Sixth Fleet
sanitized TALENT-KEYHOLE photography covering certain targets
in the area.. Admiral Moorer added that the Assistant Chief of
Naval Operations for Intelligence, Admiral Harlfinger, and DIA
would be prepared to assist in any way possible. The Office of the
also learned that the NRTSC was already working
to sanitize photography on approximately 167 targets and that
sanitization was being carried out in accordance with Amex A of
COMIREX-?D-2.7/4.

7. A cable was sent on 5 February to all COMIREX
members explaining the request and asking that NRTSC be
authorized to proceed with the sanitization and send photography
to the Sixth Fleet, unless a member raised an objection or
requested a meeting prior to 1100 hours on 6 February. The
only telephone calls received were to endorse the action. On
6 February, therefore, a cable was sent to DIA conveying
COMIREX approval to ONI and NRTSC with the request that
NRTSC provide COMIREX with a complete list of the photography
released including mission, date, and frame numbers. On
6 February DIA transmitted the appropriate authorization and
action cable.

11? The Chairman advised that whereas he would
welcome a, brief discussion of request for additional
support of the0 activity, he considered that the Mapping,
Charting, and Geodesy Working Group should do some preliminary
work on the paper. I lobserved that his understanding
is that the only authority for the release of photography is KH-4.
In this connection it was agreed that in paragraph 4 (a) and (d) of
USIB-D-46. 2/4 (COMIREX-D-15. 8/1), 28 March 1968, the word
"presently" should be understood to mean not only KH-4 photography
that had been obtained up to the date of the memorandum;- but any
additional routinely collected KH-4 photography of the U. S. as it
might become available. The MC&G Working Group will shortly
present to COMIREX its proposed plan for the collection of
additional KH-4 photography of the U. S. in support of the USGS.

as KH-5 photography had been in direct support of the mapping

satellite coverage commenting that

as possible against the two ba problems of frequency of coverage
and quality of coverage. In actual fact the SAWRFs have been
pretty well covered since the first earth scratchings to the final
mounding, then reverted to his previous suggestion
that careful attention be given to covering a wider area around the
SAWRFs. of NPIC endorsed this approach but suggested
that it would seem to suggest the need for coverage by manned or
drone aircraft.
18. I Ireviewed some of the problems
which have been encountered and which will be encountered in
attempting to improve satellite coverage. His comments tended
to confirm feeling that, with the exception of the
fine tuning suggested by the Chairman, just about every programming
innovation and variation has been thoroughly reviewed by NRO and
ICRS.

19. The DLA member noted that early in the discussion
had advised that ICRS has requested 25X1A
NPIC to review the SIC paper in terms of the resolutions specified
for each of the objects of interest--entrances, corridors, ventilation,
communications, and so forth. It is to be hoped that the NPIC reply
may be helpful in a reinterpretation of requirements and in
reassessing the chances of satisfying them. I suggested 25X1A
that NPIC advice on what might be expected from improved quality
would of course also have a bearing on consideration of the need
for manned aircraft or drone coverage. suggested 25X1A
that when COMIREX gets to the point of considering overhead
coverage, other than satellite, NRO must also produce a study on
feasibility and survivability.
20., 1 observed that he would look forward to
seeing the NPIC study but as the USIB's China Intelligence Activities
Coordinator he wished to second the Chairman's expressed interest
in having COMIREX approach the China problem from a broad,
and not just a SAWRF, perspective. I Inoted that there are 25X1A
other targets of high priority in China, atomic energy and strategic
missiles being obvious examples, and that some of these might
have a higher priority for new photographic methods than the SAWRFs.

24. The State member noted that the sort of decisions
facing COMIREX have been the subject of discussion and decisions
in NDPC. Mr. Moyer advised that the NDPC has authorized
release of military intelligence information at the SECRET level
to each of the countries involved so long as the release meets
other NDPC criteria and assumed that much of the ASSOTW data
had been released previously. He then observed that in this
instance there is the added increment of the" inclusion of sanitized
T-KH and that COMIREX has normally reviewed all aspects of the
release in discharging its responsibilities for source protection. He
had no objection to this procedure, expressing the opinion, however,
that we tend to place undue emphasis on possible compromise of the
T-KH source. The real questions, in his view, concern protection
of the extent and quality of T-KH coverage, the security of the
information and whether the proposed release reasonably promotes
important political, military or intelligence objectives. He agreed
that further examination of the proposal seemed advisable.

27. Following the Acting Chairman's request that DIA
do some more research on some of the problems raised, and that
in effect SDWG produce a new paper, proposed to 25X1A
use the good offices of Mr. Moyer as well as the DIA and CIA
members of NDPC to look at the paper in draft form. The Chairman,
SDWG, felt that NDPC could definitively identify any proposals which
might be contrary to policies already agreed to by NDPC. The Acting
Chairman concurred and requested that at such time as the paper is
submitted again to COMIREX the SDWG be prepared with further
justification of recommendations 5. c. and 5. d.

1. The Acting Chairman suggested that members
return to their offices with Resource Information Report, 25X1A
covering the second uarter FY 1969, and review it prior to a
briefing byl on 13 March.

information as to what photographic systems would be used
in and announced that he would arrange for an Inter-
agency Review Team (IRT) to be on hand in Houston to review

Earth Resources Satellite System
3. The Chairman suggested that interested members
obtain from the Government Printing Office a Report for the
Subcommittee on NASA Oversight of the Committee on Science
and Astronautics, U. S. House of Representatives, Ninetieth Congress,
Second Session, Serial W, which deals with the earth resources
satellite system. noted that the paper in question
makes the point that NASA could have proceeded quite rapidly with
the development of systems capable of developing information needed
in earth resources studies. Emphasis was placed on the fact that
the gross resolutions and broad demands in no way encroach on
more sophisticated and sensitive systems required by DoD and the

1. In view of the fact that no COMIREX meeting was
held on 20 February 1969, a special addendum is published
covering the reports on aircraft activities of the Far East and Cuba.
Report on .Aircraft Activities --Far East
2. Action on two priority South China IlNor Vietnam
requirements is reported below:
a. Coverage of Lines of Communications (LOC)
pertinent to the introduction of Chinese forces into North
Vietnam (see COMOR-D-25/207, 4 March 1966). The
number of LOC priority targets in South China and North
Vietnam was reduced to 141 with the deletion of Xom Ap
Lo Ammo Storage and PW Camp from the list. For the
period 13-19 February 1969, surveillance coverage was
reported on eleven priority targets in South China and one
in North Vietnam. The specific targets are underlined in
Tab A.
b. Coverage of North Vietnam to detect the
possible introduction or deployment of offensive missile
systems (see COMOR-D-25/200, 23 May 1967, and
COMIREX-D-25. 3/2, 20 November 1967) is shown on the
grid map at Tab B for the period 6-12 February 1969.
One BUMPY ACTION mission flown during this time period
and considered successful has not been reported. There
were no GIANT SCALE missions flown during this time period.
No SSM activity was observed.
Report on Aircraft Activities--Cuba
3. For the 56-day period beginning 26 December 1968,
seven GLASS LAMP missions were flown over Cuba and provided
78 percent coverage of the area. During this period 154 of the 180
targets in Cuba were covered completely on cloud-free photography.

coverage of the area. During this period 117 of the 180 targets in Cuba
were covered completely on cloud-free photography.
