The Chairman preceded the NPIC report on coverage of the Chilean watershed by citing it as an example of how needs by non-intelligence agencies for satellite imagery information are met whenever possible on the basis of non-interference with the primary intelligence mission. Requests for such support are forwarded to the Chairman, COMIREX, through the ARGO Steering Committee, chaired by John Martin of the Office of the Scientific Advisor to the President. The request is referred to ICRS and considered by it when priorities are established for specific missions. 25X1A explained that we had received a request last fall for satellite coverage of the Chilean watershed area to assist AID in estimating drought conditions in Chile, and he had asked NPIC to report to the Committee at this time on the extent and usefulness of the coverage obtained. The Chairman, SDWG, noted that reports to the requesting agencies based on satellite coverage are always classified and handled within the TALENT-KEYHOLE control system and that provisions are not made for sanitization, 25X1A 25X1A 25X1 D 25X1A 25X1A 25X1A 25X1A EXRAND Report on Exploitation Equipment Development for On Coming Acquisitions Systems 5. explained that the briefing to be presented byl in his capacity as Chairman of EXRAND's Technical Task Team concerns the development of exploitation equip- ment specifically for He pointed out, to emphasize the importance of exploitation components knowing as early as possible what new collection systems are being planned, that some of the planning for equipment described today started as much as three years ago. 6. A summary of at Tab B. presentation is attached 7. The Chairman thanked for an excellent briefing and commended EXRAND for te two in ormative briefings provided on this subject. He felt that both COMIREX and EXRAND could take satisfaction from these examples of community-wide coordination in the exploitation equipment research and development field. COMIREX-M-88, covering the meeting of 5 February 1970, were approved. It was requested, however, that the following modifi- cations be made: a. Page 6, paragraph 3, fourth line: Change "decrease" to "increase". b. Page 7, paragraph 1: Delete last two sentences and substitute the following: "He stated that the briefings will be equipment-oriented and would also deal with consideration of such aspects as human factors, photographic interpretation methodologies, and image enhancement processes. This is a week earlier than initially predicted after cancellation of the original 19 February launch date. Report on Aircraft and Drone Activities 2. The reports presented by the DIA Member, the CIA Member, and the Chairman, ICRS, on aircraft and drone activities, coverage of special targets in the Far East, and satisfaction of the Cuba 56-day requirement are recorded in Tab E. Noting there has been a variety of problems with both the substantive content and the format of the COMIREX Quarterly Report to the United States Intelligence Board, the Chairman reported he had asked the COMIREX Staff to review the report and recommend changes. He stressed that,while some fairly substantial revisions may be proposed for the next Quarterly Report due in April, the importance of continuity of statistics will be kept in mind. solicited the Committee's comments and views on the report an asked members to notify of any specific areas of the report as now written which they feel should be sharpened or modified to make it more useful and meaningful. He expressed his feeling that it is very important to have the results of reconnaissance imagery collection against the USIB requirements compiled in a consolidated report to provide a common set of working data for members of the community. Working Map--KH-4 Coverage of South China in 1969 2. Working copies of a new South China area coverage map were distributed to members. pointed out that it portrayed in graphic form the NRO area history file's record on KH-4 satellite photo coverage in that area during 1969. The coverage record was delineated by a magnetic -tape -driven plotting machine that can translate into graphic form the large volumes of computer- processed and magnetic -tape -stored data in the area history file and in the target coverage files maintained by ICRS and NPIC. The technique is designed to minimize the manual labor needed to prepare each map and permits maps with up-dated coverage data to be turned out routinely within a few days of the time a need is recognized. He indicated such maps are not intended to substitute for comprehensive records, but are for use primarily as presentation graphics in support of detailed coverage accounting and reporting. (See also COMIREX-M-88, Section IV, paragraph 13 and COMIREX-D-13. 3/1. ) Revised KH-4 Search Requirements 4. The Chairman explained that the draft of the revised KH-4 search requirement is not quite ready for circulation. It will be distributed shortly and placed on the agenda for an early meeting. Overhead Photographic Reconnaissance of Cuba ( EX-D-24. 3/ 1) I 1__ 5. A draft COMIREX paper reviewing the status of overhead reconnaissance collection against Cuba and recommending a revised statement of intelligence requirements for USIB consideration was distributed to members. reported that the Defense Depart- ment's consideration of contingency planning requirements which has been holding up COMIREX action on this paper appears near completion and the DLA Representative expects to have final word in the near future. In view of this, COMIREX should proceed as rapidly as possible with a restatement of the Cuba requirement for the Board's consideration. He asked to notify him when the JCS review is complete and asked all members and consultants to review the draft and advise his office by telephone of their views concerning it. The Chairman registered concern over the recent setbacks in both the CORONA launch schedules (see Tab D). In view of the current mission delays and non-availability of Ultra-thin Base film for KH-4 missions, the DIA Member recommended that ICRS and COMIREX carefully review the priorities initially approved for Mission 1109 (see COMIREX-D-14. 12/15) to assess and identify our most serious collection deficiencies and to tailor and sharpen the mission requirements accordingly. Current intelligence targeting should be kept as lean as possible so the mission can be driven to the maximum against search areas that have gone uncovered for an extended period. also noted the several priority interest subjects, such as ICBM group starts and the critical Middle East area on which coverage will almost certainly be requested. The Chairman remarked that another area of concern to be added to the growing list of problems pressing for priority coverage was the MR/IRBM belt in Western USSR, where SS-11 ICBM sites were appearing. Only about 40 percent of one sector and 60 percent of another had been seen over the past year. Mission 1108 had no coverage there and the problem continues to be one for urgent COMIREX attention. displayed charts listing SS-9, SS-11, and SS-13 ICBM group starts and showing date of last mission on which sites were newly identified and date of last effective total coverage for detection of possible additional deployments, along with a table depicting total days on orbit for all reconnaissance satellites since 1960. He agreed with the Chairman that COMIREX should go on record as expressing strong concern over the current situation with regard to satellite launches. 3. The Chairman noted that under the pending revision of KH-4 area search requirements certain areas currently defined as "built-up" and requiring six-month coverage are slated to be shifted to the "undeveloped" category needing only 12-month coverage. He recommended that, to the extent feasible, some of the larger areas due for this change be immediately transferred into the lower priority category so that targeting for 1109 can be focused against only the most relevant search areas. 25X1 reported the NRO already has this under way, even though i i some manual sorting. The new requirements also had been taken into consideration in orbit selection for Mission 1109 and will be used, where possible, during mission operation. The Chairman, SDWG, explained that when the Board approved the use of sanitized KH-4 photography for specific support of the Single Integrated Operations Plan (SLOP) (USIB-D-46. 2/1, COMIREX-D-2. 7/2, 4 August 1967, Limited Distribution), it was stipulated that a procedure would be established by which COMIREX would be kept advised of the status and extent of a.ctual use of KH-4 photography. An initial report was made in September 1968 when a request was submitted to USIB for authority to use sanitized KH-4 material in support of military contingency planning and it was agreed at that time that an annual report to COMIREX would satisfy the USIB instruction. COMIREX-D-2. 6/3, distributed 17 February 1970, represents the second annual report. Security Restraints on Attendance at COMIREX Meeting s 15. They must arrange for their observers to leave the meeting room when an item for which they are not appropriately cleared is brought up for discussion. As a result, a heavy backlog developed, straining the Center's facilities and requiring substantial extra publication efforts that extended well into early FY 1970. To prevent a similar situation arising at the end of this fiscal year, EXSUBCOM and NPIC have agreed that BIIR inputs will not be considered for publication under the FY 1970 Basic Exploitation Program unless received in NPIC by 29 May. Anything forwarded after that date will be made part of and published under the FY 1971 Basic Program. This will allow NPIC to complete its FY 1970 Basic Program publication commitments within the appropriate time frame. The Chairman urged all member components tasked under the Basic Exploitation Program to monitor closely the timely flow of their material to the NPIC to insure it was relatively evenly scheduled throughout the year and did not result in a last minute flood at the end of the period. Data Base Working Group 2. The Chairman, DBWG, reported he is preparing a report on what the exploitation community produced during 1969. The report will be based on data in the Exploitation Products File and will serve to demonstrate the content and capabilities of that file. It will provide information on the nature of reports and studies produced during the year, categorized by subject, producer, geographic area, security classification, etc. He expected the report would be ready for distribution by the end of March.
