/NOTE; This meeting focused almost exclusively on further discussion
and drafting for the COMIREX response to USIB-D-46. 4/ 36, 5 May 1970,
and Memorandum to Holders, 8 May 1970. COMIREX-M-98 therefore
does not include some of the Section categories usually contained in
Minutes of regular COMIREX meetings. While not formally presented
at the meeting, the usual reports on aircraft and drone activity in the
Far East and Cuba and on coverage of special targets in the Far East
are included to provide continuity of information. /

Far East.

Guidance for National Reconnaissance Program Planning, FY 1972
and Beyond (COMIREX-D-13. 16/8C)
1. Mr. Inlow outlined the proposed order of business for
the meeting. The Committee would proceed in detail through the new
drafts that had been circulated, make agreed changes, and end up the day
with an appreciation of the best views of COMIREX at this point in time
on the subjects covered. The complete package would then be put
together in a clean draft and recirculated for concurrence by telephone
unless it developed that another special meeting would be required. The
target for submitting a response to USIB is c. o. b. Wednesday, 3 June.

2. Mr. Inlow made general comments with regard to
the drafts to be considered:
a. The proposed cover memorandum has
taken conclusions from each of the three separate papers
and provides a single set of conclusions for USIB consideration.
d. The new VHR draft attempts to resolve
the problems identified in the earlier draft.
3. Members reviewed each of the drafts, recommending
and discussing proposed changes and the intended guidance that each
proposed conclusion should convey to the NRO. With regard to VHR,
it was generally agreed that there is an identified need for VHR imagery
and that efforts to explore and perfect technology should be continued
but that there should not be any major redirection of effort until the final
report of the VHR Evaluation Panel has been completed.

4. Several members noted that they anticipated
problems with the current draft of the SALT paper, which they
felt conveyed an overly optimistic impression of imagery capabilities
to successfully monitor a SALT agreement.
5. It was agreed that another session would be required
to complete final COMIREX coordination before forwarding the
response to USIB. This meeting will be held in the Chairman's new
office, Room 4E50, CIA Headquarters Building, on Wednesday,
3 June, at a time to be announced. /Subsequently, the meeting was
held at 1330 on 3 June. /
6. The Chairman, ICRS, requested the Committee's
affirmation for the scheduled inclusion of 550 feet of color film on
Mission 4329. He noted the last COMIREX guidance (see COMIREX M-87,
22 January 1970, page 14, Section IV, paragraph 7) provided that for
the "next several GAMBIT missions" the NRO should plan for the
inclusion of approximately one-day's color film, to be confirmed prior
to each mission by ICRS. This already has been done for 4329 but
sought confirmation that the original guidelines still
applied. The Committee agreed that 550 feet of color film should be
included at the end of Mission 4329 and that ICRS should continue to
review and confirm the use of color film on specific missions.

Possible Need for Special Coverage on North Korea
The Alternate Army Member noted current concern
over the possibility of an invasion of South Korea by the North Koreans
during the next several weeks. He recommended, and the Committee
agreed, that this be considered in planning upcoming missions and
establishing coverage priorities.
