Townsend, Jr. Associate Administrator National Oceanic and Atmospheric Administration U.S. Department of Commerce Rockville, Maryland 20852 1. This is to advise you of the action taken on your 30 January 1973 letter requesting that a formal special access billet structure be established for the National Oceanic and Atmospheric Administration (NOAA) and certain related activities in the Bureau of Census. 2. The Director of Central Intelligence has approved, as an initial NOAA billet structure, a total of 58 T-KII billets--to encompass the 36 positions whose incumbents are already cleared, together with the 22 positions for which you indicated clearance requests were pending for the purposes described in your letter. Access clearance for the incumbents of the latter positions is therefore authorized, subject to your identification of these 25X1 A individuals and verification of the required personal background information. (code 143, extension 7293), my security advisor, will be available for consultation with you or your designated Control Officer in connection with requirements for personnel security clearance actions. 3. Billet authorizations apply to identified positions whose incumbents have duties and responsibilities requiring access to T-KH materials. Each billet is assigned to a particular position for as long as personnel in that position require access to the special materials. The billets need not be re-justified when an incumbent is replaced. In all cases the billet remains fixed although the incumbents may change.
