SUBJECT:. Inputs to Annual DCI. Report to the President
1. A brief input is _ invited from each USIB committee chairman
reporting on the activities of his, committee which contributed
directly to attainment of or progress toward one or more of the- DCI
Obje-dives for the Intelligence Community for FY 1974. From
these inputs comments will be derived on USIB committee activities
for inclusion in the DCI Annual Report to the President, which will
also be the annual :report to the PFIAB.
2, -Last year .the DCI subrnitaed a 22-page."Annual Report on
Coordination of the U. S. Foreign Intelligence Community, " to which
-was appended a 35-page collection of "USIB Committee Reports. "
Separate reports were submitted to the PFIAB last year by CIA,
DIA, NSA and other agencies. Tlhis year there- will be no separate
organizational- reports dealing with foreign intelligence,. and the
single overall DCI ;report is planned to be na more than 20 pages
long.
3. It is requested that each- USIB committee submission be no
more than one or two single-spaced pages in length and be submitted
to the D/DC;I/IC off:i.ce no later than 5 September. The submissions 25X1
should address--in terms of their relation to the DCI objectives--
important committee accomplishrnents in FY 1974, any major mission
changes,. and existi:n~ or oncoming problems of major- import
is the project officer.

DCZ objectives
1: Provide measurably high quality intelligence
support to SALT, MBFR and disarmament negotiations, and
tJSSh1's assigned 'to CIA.
2.' Provide timely and reliable analysis of the USSR's
and' China's strategic strength including its military,
political and economic sectors.
3. Utilizing customer vielvpoints and feedback, redefine
and reorient, .as necessary, the intelligence produced as a
result of the changing nature of the Vietnam t~Jar and a
passible sett.iement in order to provide measurably high
quality responses to the intelligence requirements of U.S.
palicymaking levels of Government ti~aith respect to Southeast
Asia.
4. In resp~anse to validated user requirements, provide
measurably high ttuality intelligence support to U.S.
economic negotiations.
5. Develop new methodologies-and techniques of Intel-~
ligence analysis and production Haith a view to~~rard improving
,the quality, reliability and utility of finished intelligence.
