1. Announcement of the Approval
of the DCID on COMIREX and
the Designation of its Chairman
Admiral Taylor opened the meeting by noting that the Chairman
would be delayed for a few minutes and that he would like to make an
announcement on this subject for Mr. Helms.
The Acting Chairman said that he understood that all Board members
had now approved by telephonic concurrence the proposed actions which
would approve a DCID establishing a USIB "Committee on Imagery Require-
ments and Exploitation" and transfer the functions of COMOR relating to
SIGINT overhead reconnaissance over denied areas to the SIGINT Committee.
Admiral Taylor, therefore, announced final approval by the Director
of Central Intelligence of these actions as of 1 June, so that their effective
date will be 30 days hence, during which time the Chairmen of the SIGINT
Committee and COMIREX have been directed to arrange for a smooth
transition of the functions previously assigned to COMOR. acs

Following a brief discussion the Board approved the subject
estimate as amended.
5. Soviet Intentions and Strategy
in the Mediterranean Basin
(SNIE 11-6-67)
Mr. Kent opened the discussion by noting that this estimate was
requested several months ago by CINCEUR via the JCS and General Carroll.
He commented that it was a general type of area estimate, prepared largely
in advance of the current Middle Eastern crisis, and was not intended as
a direct treatment of the current situation. Mr. Helms questioned whether
the estimate should be distributed at this time since the title and date of
the paper suggested a treatment different from what was intended and which
might suggest that the intelligence community was ignoring the current
problem.
General Carroll indicated his general agreement with Mr. Helms'
comments, noting particularly that paragraph 50 was out of context with
the current situation. With regard to the particular problem raised
concerning paragraph 50, the Board discussed and agreed to changes therein
and the addition of a new paragraph 50. a. , as proposed by Mr.
The Acting State Member then suggested that the subject paper be
issued with an explanatory note and followed next week by a SNIE on
Soviet intentions in the current Middle Eastern crisis. The discussion
which followed on State's proposal for a new SNIE centered on whether
an estimate could be useful and current in a fast breaking situation such
as this in view of the constant attention being given this problem by the
Watch Committee and the daily current intelligence publications. Mr. Helms
suggested, and the Acting State Member agreed, that should
circulate to the USIB principals his proposed terms of reference before a
decision is made as to whether a SNIE should be prepared.

The Chairman also requested that BNE prepare a memorandum to
be attached to each copy of the subject estimate placing it in proper
context in light of the Board's discussions.
Following further discussion the Board:
a. Approved NIE 11-6-67 as amended subject to the preparation
by BNE of a cover memorandum to be attached to each copy of the estimate
placing it in proper context in light of the Board's discussion.
b. Noted that a decision on whether or not a SNIE should be
prepared on the Middle East crisis will be made after the Acting State
Member circulated proposed Terms of Reference for such a SNIE to BNE
and the USIB Principals.
No member raised objection to the release of this estimate to USIA.

the office of the Chairman, COMOR has been so informed. A Memorandum
