2. Proposal for ELINT
Evaluation
(USIB-S- 15.2/3, 31 July)
who stated that this proposal for ELINT evaluation was submitted in
response to the charge as stated in the National ELINT Plan, He observed
that this is the first community-wide attempt to evaluate the totality of the
ELINT effort, and recommended that the Board direct the SIGINT
Committee to proceed with this task.

In an extensive discussion of the scope of the proposed pilot
evaluation, the Director, NSA. expressed his concern that the Committee's
proposal placed emphasis on an examination of resources. General Carter
instead suggested that the primary objective of the ELINT evaluation
should be to determine how responsive US and US sponsored ELINT
activities are to the total ELINT requirements of the US.,
The Director, DIA believed that the pilot program should first
determine the validity of existing requirements and assess the responsiveness
of ELINT activities to these requirements. General Carroll, however,
thought that there must also be an examination of the application and
management of ELINT resources.
Admiral Taylor suggested that the agreed objectives as stated
by General Carter and General Carroll might be accomplished by rearrange-
ment of the wording in paragraph 3 of the SIGINT Committee report,
General Carroll proposed changes to paragraph 3 of the report
which after review and discussion were accepted with several amendments.
The Board also agreed with a clarifying amendment in paragraph 2
suggested by General Carroll.

:[n response to the Acting State Member's question concerning
cost/effectiveness, the Chairman suggested that an additional sentence
be added to reflect that cost/effectiveness is not to be examined in this
initial pilot evaluation.
The Board then approved the proposed pilot evaluation of
ELINT as revised at the meeting and directed that it be implemented
by the SIGINT Committee. *
3. The Situation in Bolivia
(NIE 9Z-67)
.Following a discussion which considered a number of
changes proposed by CIA., DIA., A.rmy,and the Chairman, the Board
approved the subject estimate as amended.
No member raised objection to the release of this estimate
The Chairman convened the Board in executive session
at 1115 for brief discussion of several subjects.
