MEMORANDUM FOR: Director of Central Intelligence
COMOR Study on Long-Range
Requirements for Satellite
Photographic Reconnaissance
1. Since your injunction that COMOR was to complete
the study on the above subject which you assigned after the Board
meeting on 22 July, COMOR has met twice on the problem. The
parameters of the NPIC study have been agreed upon, and I have
requested that it proceed as rapidly as possible. I have requested
that it be made available to COMOR by Monday afternoon, although
NPIC is doubtful that this deadline can be met if their study is to
be well done.
2. The next meeting of COMOR is called for Monday
afternoon to consider a draft which I am preparing on the basis of
the reports available thus far, which of course would have to be
modified by the results of the NPIC study. I preferred not to delay
until then in the interests of moving the deliberations on this prob-
lem as rapidly as possible.

3. COMOR earlier was briefed by the NRO
but will on Monday have a refresher on this, as we as on LANYARD.

morning and I am sure will provide any information we desire.
5. f DIA has stated that General Carroll
did not feel this task c7e adequately completed within the week
deadline, since he like other principals on the Board would need to
have the report at least by the day before. also advised
that General Carroll was planning to call you, requesting an extension
of one week. It is the view of COMOR that an extension of one week
is essential if the report is to be meaningful.

6. Recommendation: That you extend the deadline
for the completion of the assigned study to Tuesday,' 4 August,
the report to be available at least by noon of that day to the
members of the Board.
