MEMORANDUM FOR: Deputy to the Director for National
Intelligence Programs Evaluation
SUBJECT: Status of Overhead Photographic
Reconnaissance
1. In keeping with our recent discussions on the above
subject and endeavoring to take into account the reported suggestions
arising from your recent discussion of this subject with the Director,
a new draft is attached. Whereas this could certainly be prepared
on a monthly basis as a special briefing for the Director, we believe
it would be of value to the Board and to COMOR. I would propose
you consider the plan for its monthly production.
2. It is proposed that this document, updated on a monthly
basis, should be made available to the USIB on the last Wednesday of
each month so that it would be of use to the Director in his meeting
with the Special Group on the following day, at which time normally
the Special Group would be considering the NRO schedule of over
flight activities. The document would be considered in draft and
approved by COMOR at its meeting the previous Thursday. Such
consideration would assure that no part of the document, which is
obviously of community interest, would be at variance with any new
thinking emerging in the community.
3. You will note in the last paragraph of the introductory
memorandum that mention is made of the procedure which you had
indicated the Director had approved for reporting on the degree to
which specified requirements had been met as soon as possible after
a mission is completed. Memoranda on such suggestions would be
submitted to the Board throughout the month as circumstances
warranted.

4. Recommendation: That you advise whether the
attached is satisfactory to meet the Director's needs, of course
pointing out any inadequacies for amendment, and approve also
the procedure outlined in para 2 above.
