SUBJECT . Your Draft Memo for DCI
I would suggest your draft third paragraph be restated
as follows:
I have gotten comments on this from the
DDI, Mr. Duckett and I We all are
satisfied with the draft as it stands. The pending
COMIREX study on Utilization of Satellite Imagery,
which is being prepared for USIB, has considered
the problem of disclosure of "the fact of" satellite
reconnaissance and its conclusions in present draft
are consistent with the NSAM-156 draft report.
Although OSD and NRO have previously
indicated an intent to dissent from the draft's
recommendation to declassify "the fact of", I
understand from Bob Naka that Mr. Packard has
instructed his people to concur with the paper as
it stands in tomorrow's meeting.
