1. Dr. Hornig is proposing to you and Secretary Vance that the

of civilian uses of T-1M material authorized by the N; A 1 156 Coi,u,ittco
and subsequent rocommandatione by USIB. A recommendation is cot t.niaied
in paragraph 8.
2. You will recall that the NSAI1I 150 report specifically ,:s`..cd
USIB to study the question of removing from codeword control the fact
that the US hao an operational satellite reconnais ance system, civi
to determine whether soloctod T-11M photography could be removed Aram
T-ICI controls to facilitate use of the material by the civilian *2-encic
(or, alternatively, to clear a greater number of individuals to work
with the T-IM material).
3. USII3 rocommandcd that NASA select a cleared panel of c:.:ports
to "study materials at NPIC and cxploitotipn procedures used nt
the mapping, charting and geodesy community, etc.", after which W,,15
would make further recommendations concerning their use of T-KH material.

5. We recognize that NPIC is already heavily committed, but we
fool that the introduction of civilian :agencies into the classi:iod
program is of sufficient importance to warrant the nlloaation of scn:e
resources to assist in at least the initial phases.

basis will monitor security procedures In connection with the roview
of the material.
7. The D/DCI/NIPI, the Director of Security for DD/S; the DD/T,
the Director, NPIC and the Chairman, COio-R concur in the recomiicndatica
below and in the proposed reply to Dr. Hornig.
Recommendation
3. it is recommended you reply to Dr. Ilornig, with a copal to
Mr. Vance, suggesting that NPIC provide the support to the civ vl.i^rn
agency review of T-MI material, at least in the initial r aaaseW , so
that we can be in a better position to evcaluato Dr. Hornig's sea;ger;i ion.
A draft reply is attached for this purpose. -
