MEMORANDUM FOR: Chairman, United States Intelligence Board
SUBJECT: Board Guidance for NRO in Management
of the Next KH-4 Mission 100?-J
i. At its meeting today the COMDR was advised by the NRO
representative that NRO intended, in pursuance of the Board meeting of
17 June, to manage the collection of photography in 1007-J in the follow-
ing manner:
a. Highest priority targets in the USSR and
highest priority targets in China.
b. Other point targets in China and North Korea.
c. Holidays in China and North Korea.
d. Other point targets in the USSR and European
satellites (excluding Yugoslavia).
e. Holidays in the USSR and European satellites
(excluding Yugoslavia}.
2. The NRO representative requested COMDR for clarification
as to whether this was COMOR's understanding of theirtentionof flee Board,
3. In view of the interest expressed at the Board with regard
to the need for coverage of the USSR in the light of both the four-month
gap' in coverage, the discovery of the single silos and concern about the
deployment of those silos, and concern for the.. current information to be
used in the preparation of the NIE 11 series, COMDR felt that this order
of priority should be altered as follows:
a. Highest priority targets in the USSR and
highest priority targets in China.'

4. For your convenience in considering this problem there
is attached the present highest priority targets in the USSR and China
which will probably change somewhat by COMOR's review of these
targets in the light of the results of 1006-J-2.
5. Recommendation: In view of the uncertainty revealed
by the discussion above, recommend that you indicate to the NRO
whether it is the Board's intention to proceed as indicated in para-
graph one above or in paragraph three.
