Attached is the Committee on Imagery Requirements and Exploitation (COMIREX) report on high-altitude photographic coverage of Cuba for the period 1 September - 26 October 1969, which is circulated for the information of the United States Intelligence Board (USIB). 2. The USIB requirement for area coverage was essentially fulfilled for the period. Achievement against the target coverage require- ment, however, was deficient with only 58 percent coverage obtained. Also, during this period no activity was observed indicating re- introduction or deployment of offensive weapon systems in Cuba. 3. It is not planned to schedule this report on the USIB agenda for discussion unless specifically requested by a Board member to do so prior to close of business 19 November. The attached tables show the number of missions flown, the percentage of area coverage, and the target sampling average for a two-week period. The current report is for the period 1 September - 26 October 1969. 2. During this period no activity was observed which might indicate an attempt to reintroduce or deploy offensive weapon systems in Cuba. 3. The USIB requirement for area coverage was essentially fulfilled for the period. Achievement against the target coverage require- ment, however, was deficient with only 58 percent coverage obtained. 4.
