1. The attached memorandum on the subject from the Chairman of
the Committee on Overhead Reconnaissance (COMOR) provides for Board
information a new COMOR-approved Annex J to the Manual for Sanitization,
Decontrol and Downgrading which was circulated by the reference. The
Annex is designed to permit sanitization of TALENT-controlled information
for use in South Asia and Far East target materials.
