In accordance with the agreement reached at COMOR on 11 March (see COMOR-M?-301, paragraph 3c), the WG analysis of recent problems arising from field readouts ofrnissions and its remedial suggestions are attached for your study and further considera- tion at COMOR on 18 March. You will note that the paper prepared by the PWG was prepared for further discussion with DIA so that the format of instructions and comments going to the field would of necessity be considerably different. 2. The COMOR Photo Working Group has reviewed recent field readouts of missions and suggests that if the procedures outlined before were adopted, the IPIR's would he less difficult to process and analyze. Organization Reports should be organized primarilyby COMOR target number. Ideally, if targets in more than one country are covered, they should be grouped by country and listed b COMDR number. The IPIR .roduced b formatted satisfactorily although the targets are not separated by county . In contrast, the field IPIR for I was organized by general category of intelligence interest and not by county MOR number. It should be noted that the field IPIR forwas organized by country, and was a significant improvement over that produced fo~ although there was still no COMOR order arrangement. Content Readout in IPIR's should include only targets of national interest including all active COMOR targets, and significant bonus targets. Bonus targets, defined as previously unknown targets, should be reported and identified as bonus after other targets in the same functional category such as airfields, ordnance depots, or SAM sites. The IPIR for contained readout on several targets which should not be reported in IPIR's includin an inactive search target , and the hich is not a national intelli- gence target. The authoritative target data to be used as the base for IPIRts are the COMOR target lists on China, North Korea, Sino-Indian border, and Indochina. (1) The document series and most recent COMOR Photo Working Group (CWG) document numbers for each file are as follows: Country/ Area CWG Number and Date China CWG-D-22 / 12, 18 February 1965 North Korea CWG-D-23/2, 4 December 1964 Sino-Indian Border CWG-D-26/4, 7 January 1965 Indochina CWG-D-7/16, 25 February 1965 (2) It should be noted that the files for Laos and.'No'rth Vietnam,forme:ray carried in the C'WG-D-25 series for Laos--and the C.WG-D.-24 series for. North Vi,etnam are no .. , longer valid, and that targets covered in.these areas should be reported by ' the- COMOR numbers appearing in CWG-D-7/1.6. (3) To facilitate readout on current requirements, DIA should insure that the current COMOR data are available to the field center. On the basis of IPIR~which contained unordered readout on active and inactive targets in China, Laos, and North Vietnam, it appears that the current target ists on, those areas were not being used. Mission is s readout for the where the new air ie was reported under an inactive number, and an abandoned field on the active number. This was probably caused by use of an out-of-date targetlile. d. Information on individual targets should at the minimum be comprised of a target heading containing the COMOR number, the target name, the country in which the target is located, and the geographic coordinates of the target. The heading lines of th most recent field readouts on Mission andiI contained only the name and coordinates of the targets and some readouts were not responsive to latest COMOR requirements (see c (1) above). In our cable of 23 December 1964 in response to 1 provided to the field to facilitate IPIR reporting in COMOR number order. Since then there has been an informal meeting on 30 December between staff members of CIA computer services, a DIAXX repre- sentative and a member of the COMOR PWG staff. At this rne was made to provide magnetic tapes to the field center for use directly or for reformatting for use on field computers. There has been no further response. In Summary: a. Field readouts should be reported in the same formats and organization as IPIR's produced by NPIC, with the qualifications expressed in para 1 b. b. Listings produced by the COMOR PWG should be used for target data. As an alternative, a system. of magnetic tape exchange for computerized target processing should be adopted as soon as possible to preclude further difficulties resulting from organi- zation, format, or data base inadequacies.
