OSA/CIA presented a briefing on the capabilities of the U- against the uspect Advanced Weapons Related Facilities (SAWRF) in China. I informed the members that after reviewing the range of the U-2 and the SAM and fighter threat that the initial coverage attempt would probably be against the two facilities at Cheng Chou. He stated that he was confident that a mission directed against the Cheng Chou facilities would be a relatively low risk mission. He requested that the ICRS review other targets for priority interest in the general area between Pei Ping and Shang Hai and east 1130 east as input to the planning of a mission track. CIA, stated that since the SIC had been assigned the responsibility for determining if there was a requirement against the SAWRFs that no action was required bf the ICRS at this time. APPROVAL OF MINUTES 2. DIA member stated that he had just received a copy of the draft minutes (ICRS-M-22) for the 3 December meeting and would phone in any changes he might have. The other members approved the minutes v after minor changes were made. SATELLITE SCHEDULE 25X1A 25X1 D 3. reported that the launch date for mission 1049 had been delayed one day. The CIA member stated that he had not completed a review of the DIA list of proposed changes to the North Vietnam priority list. He requested that this item be rescheduled for next week. Chairman suggested that the members make an urgent effort to complete this review. No changes were made to the list. The DIA member reported acceptable data base coverage as follows: 2 5 Nov. 22 Nov. 22 Nov. 1049 MISSION PRIORITIES 5. The ICRS could not come to an agreement on the priorities for the mission. The Chairman stated that he would so inform the Chairman of COMIREX. READOUT REQUIREMENTS FOR 1049 6. A draft memorandum to the EXSUBCOM containing the ICRS readout requirements for mission 1049 was approved. /Subsequent to the meeting DIA withdrew its approval of the readout requirements paper requesting that a requirement be added to include the WAG areas, which were included in the DIA priorities paper, in the photo reference line report,/ 25X1A 7. I lopened the discussion on this subject by stating he had reviewed the DIA proposal regarding "inactive" COMIREX targets and the present method. He stated he could not see any major difference in the two methods but that certain computer programs which perform checks on certain data in the present file would not operate under the DIA proposal and he would prefer to retain the "inactive" indication in afield by itself. 25X1A On the basis of the discussion F7 I said he was withdrawing his 25X1A Approved For Release 2004/03/1? : CIA-RDP79B01709AO03300040002-1 25X1A 2 % 25X1A 25X1A 25X1 Approved For Release 2004/03/18 : CIA-RDP79BO1709AO03300040002-1 T-O-P S-E-C-R-E-T I J -M-23 OMESTIC TARGETS 25X1A 8. reviewed the reasons he had been given by the Office of Emergency anning (OEP) for requesting KH-4 photography only of the 36 domestic targets. The primary reason was based on available space, e ui ment and personnel to store and analyze the KH-4 25X1A material. noted that DIA could support the requirement with DoD resources utilizing the Delta III camera which uses the same camera system as the KH-4 and he could not understand the relutance to utilize these assets and therefore could not support the ARGO DOMESTIC requirements for KH-4 collection. replied that OEP had assured him they had looked at other resources, including aircraft, but had settled on the KH-4and working through the ARGO Committee to meet their requirements. /To date approximately 75 of the OEP targets have been. satisfied with KH-4. / 9. Chairman displayed an overlay showing the area coverage of WW Cuba during the current 56 day period. He noted that coverage had been achieved on 95% of the area. The DIA representative asked if any member had received any comment concerning additional intelligence- information being gained from the higher resolution of the Delta system. He also stated that the ICRS should consider forwarding to COMIREX a recom- mendation to replace the standard B--camera with the Delta camera on a permanent basis. The Chairman requested the NPIC consultant to arrange a briefing by NPIC showing the advantages and disadvantages of the two systems as it related to resolution, area coverage, etc. TARGET UPDATES 10.
