A handout of the usable coverage of South China priority targets since 968, compiled by the ICRS Staff, was distributed to the members. At Mr. equest a similar recap of North Korea COMIREX targets for this same time perio will be compiled and disseminated to the members. 25X1A 9. inquired if these requirements would interfere with the intelligence requirements. The Chairman replied that if they were placed at a priority level below the primary intelligence collection requirements on the "J" Mission Priorities Paper there should be no interference. However, other factors are also involved and should be considered. 25X1A 10.1 request d that NPIC be tasked to provide the latest acceptable 25X1A KH-4 coverage o t e target list. DIA questioned why the requirement could not be met with aircraft resources. 25X1A 14. The members requested additional 25X1A information such as seasonal requirements, minimum cloud-free photography required, 25X1 25X1A Approved For Release 25X1 etc. This information will be provided the members at a later date. 1105 PROGRAMMING REQUIREMENTS 16. The Chairman opened the discussion by recommending that consideration be given to use the WAG numbering system in lieu of assigning COMIREX numbers to each WAG used to identify specific areas required for search. 25X1 252 25X1A 17. inquired if NPIC would feed back extent and quality of WAG 25Xl yeas with WAG identifier. I I stated that this was being accomplished by NPIC on North Vietnam and if deemed necessary it would appear that the same require- ment could be levied through EXSUBCOM on WAG areas. He pointed out that all COMIREX targets would continue to be reported as in the past. NPIC prefers the use of some standard identifier rather than a fictional number presently assigned. 25X1A 18. I recommended that the Chairman, DBWG, be contacted since he also is involved in WAG reporting in their area coverage files. replied that any proposals will be coordinated with pertinent COMI subcommittees ,and working groups. 25X1A 25X1A 19. Indicated his support in using WAG areas to express requirements. However, d that present flexibility for inputting requirements i. e. by geographic boundaries, COMIREX number, or other means be retained. The Chairman assured him this would be the case but that those boundaries can be converted to WAG areas which offers a more definitive method of defining search areas of irregular shape than does the corner coordinate system. 25X1A 20. stated that he would schedule a presentation from the OSP/ CIA CORONA Programming Office for next week to familiarize the members with how the WAG areas are handled in the CORONA Programming as well as the AMS plans for reporting area coverage. 21. The targets for 1105 programming are listed in attachment number 1. The Chairman replied that NPIC had responded in the negative to the same question asked by the Chairman, COMIREX, last Thursday. 23, The members felt that a briefing by NPIC on the usefulness of monoscopic coverage on 1048 would be advisable. The Chairman asked the NPIC consultant to request an NPIC review of the monoscopic coverage on 1048 and report back to ICRS on 29 October. 25X1 2V 25X1A GEOGRAPHIC COORDINATE PAPER 25X1A 24. I I stated some questions on the paper had been received from various organizations and while no major objections to the overall concept, as out- lined in the DIA draft paper had been voiced, there were some areas that needed ;zlarification. He recommended that his office prepare a revised draft and an ad hoc meeting of interested organizations be held as soon as possible to prepare a coordinated paper which could be distributed at the 22 October ICRS meeting and possibly noted to the COMIREX on the 24th. /It was subsequently agreed the ICRS Staff would distribute a revised draft NLT 17 October and an ad hoc meeting would be held Monday, 21 October at Langley. ! 25X1A 25. Mr. requested the DIA criteria be provided by Wednesday so it could be given the in the required time frame. /DIA subsequently provied the following require- ments which would preceed the CIA proposed orbit select criteria. The NRO was asked to develop at least two orbits, one optimized against the CIA proposed criteria and the second optimized against the DIA requirements. The NRO was also requested to ,rovide the results to ICRS so an evaluation of the differences can be accomplished and decision provided the NRO: Cheng Kung Sup Dpo Nort Kun. DIA was asked by the Chairman to address the problems associated with accepting the recommendations concerning the redesignation of certain 6B and 7A targets to the more descriptive 1K categories which had been recommended on the 8 October weekly transaction sheets. responded that the primary problem is one of bookkeeping and a erence data that must be associated with the proposed changes. This would be especially true if this practice would be necessary on a large scale. stated the recommendations under discussion were a clear cut case of targets being in a category that is not truly descriptive.
