ICRS-M-4 minutes were approved with minor editorial changes. The South China/North Vietnam priorities list was reviewed and no changes were made other than to note a correction to the list published as ICRS-D-6/ 18-89, dated 3 July 1968. FAR EAST LONG RANGE REQUIREMENT 5. The paper was provided to members for information', purposes showing the status of coverage through June 1968. The Navy member stated he thought the requirement shown for South China should read 25% weekly -- 100% monthly. DIA member stated that his interpretation of the requirement for 25% weekly sampling applied only to the priority targets. He suggested that consideration be given for separating the priority targets from the remainder. He also suggested that the Staff review all the USIB documents and pull together a digest of all the requirements in this area. The Acting Chairman stated that COMIREX was in the process of reviewing the require- ments and recommended that ICRS wait until final action on the current North Vietnam paper under consideration by COMIREX, is completed. Due to the absence of discussion was postponed until next week. Chairman requested members be prepared to discuss requirements at next weeks meeting. As a minimum the ICRS will request the photo reference line be reported. Any additional readout requirements should be specified in detail by the requesting agency. A discussion concerning requirements for the preliminary OAK cables involved and the impact these have in delaying normal first and second phase reporting. I Iwill investigate and present his findings at the 16 July ICRS meeting. 7. Update target sheets were distributed for ICRS review. These con- sisted of: 57 Additions 31 Changes 31 Deletions 2 Reactivations 3 Inactivations 8. Requested actions will automatically be assumed approved unless exceptions made by members prior to COB 11 July. CUBA COVERAGE 9. The Cuban coverage map was reviewed which depicted area coverage of 90. 3% of Cuba in the past 56 days. One abandoned SAM Site (11 49) was deleted. An updated Cuban target list will be distributed to ICRS members this week. Additionally, reaffirmation of the special target requirement in Cuba, 9A 85, was made by the Committee, however, a specific camera system is not specified, such as the H configuration - this is left to the discretion of the 25X1A operator. Although the committee considered all the advantages and disadvantages of the proposed early launch time of 1104 it was not able to reach a position without further consultation with the principals involved.
