During the month of May, three requests for IBID photography were sent to Graphics Register by the U. S. Naval Photographic Interpretation Center. All IBID numbers requested had been referenced in NPIC Secret reports and therefore should have been available normally outside the TALENT Control System. 2. All three requests were returned to the TCO, USN by references (a) and (b) with the request that USNPIC fill the orders. 3. While it would be feasible for USNPIC to downgrade the photography to fill these requests, it is felt that this procedure violates the intent of the downgrading instruction, reference (c), that no release should be made of information derived from TALENT photography until the specific frames from which the information is derived are downgraded and re- leased from the TALENT Control System. Reference to IBID numbers in a publication containing downgraded TALENT materials and informa- tion does not automatically downgrade and release the TALENT frames corresponding to the IBID numbers referenced. 4. Reference to IBID photography in a non-system publication-as the source of information contained therein indicates to the reader that this photography is available to him throagi normal ordering procedures. If his order is refused or delayed undul~r and finally filled by another Agency, this is bound to excite speculation on the unusual nature or source of the photography which necessitates such a departure from normal routine. 5. It is requested that the intent of reference (c) be reiterated, specifi- cally that no release be made of information derived from TALENT photography until the frames utilized are in fact downgraded and released and that the downgraded frames be made available in the "outside" photo graphic library of the releasing agency. 25X1 25X1 Copy to: TCO, LISA TCO, STATE signed H. As per your suggestion, a meeting was arranged between interested parties to discuss procedures for CIA/PIC to contribute source material to the DOD Aerial Photo Library maintained by Detachment 1, Aero- nautical Chart and Information Center. Personnel attending this meeting which was held on 28 July 1961, were: F I CIAJNPIC Mr. William Emmanual, ACIC Mr. William Messery, ACIC Mr. Henry Herbert, ACIC Maj. G'..S. Chapman, AFCIN-1BZ 2. Recently several requests for IBID photography have materialized from non-TALENT cleared sources in the Air Force and the Navy. These requests were based on references picked up from SECRET reports pub- lished by CIA. Following normal procedures, requests for prints were sent to the Photo Library, however, the photo library had no record of these prints, therefore the requests were re.-routed to the originator of the reports (CIA) for satisfaction. CIA/NPIC then returned the requests to the originating service for action. This problem was subsequently brought to the attention of COMOR at which time it was agreed that it could be solved outside the committee. 3. After discussion of the problem it was agreed that CIA/NPIC would provide a duplicate negative covering all downgraded photos used or referenced in CIA reports, to the ACIC Aerial Photo Library. The nega- tive to be appropriately titled with: IBID Number; security classification and special. handling notation; center coordinates; and date (mo. and year only). CIA/NPIC will forward the duplicate negatives direct to ACIC Detachment 1, 25th and Oklahoma, Washington, D.C., ATTN: ACWL. ACIC will be responsible for fulfilling all requests for IBID prints from duplicate negatives on file. I signed WILLIAM L.
