MEMORANDUM FOR: Committee on Overhead Reconnaissance
SUBJECT: Security Handling of Satellite
Reconnaissance Products
1, Attached hereto is a draft on the above subject sub-
mitted for the consideration of the COMOR. The explanation for
the paper will beg I believe. obvious from the transmittal to the
Chairman of the United States Intelligence Board.
2. In considering this problem, the Chair has reached
a conclusion that for the COMOR to consider this matter, it is
only necessary to consider the various kinds of sensors in generic
terms rather than in special named projects which may exist.
3. This document is for consideration at the meeting
on Friday. Z2 September 1961.

MEMORANDUM FOR: Chairman, United States Intelligence Board
SUBJECT: Security Handling of Satellite
Reconnaissance Products
1. The Director of Central Intelligence has been requested by
the Special Assistant to the President for National Security Affairs to
advise on whether the Presidential Directive of August 26, 1960. which
establishes the TALENT-KEYHOLE Security System. should be con-
strued to embrace the products of satellite reconnaissance other than
photography.
2. It will be recalled that recently General Strong lay before the
United States Intelligence Board a proposal that the FLINT products of
certain current sensitive satellite reconnaissance operations. as well
as upcoming ELINT and COMINT satellite collection from highly sensi-
tive satellite operations, should be placed under the TALENT-KEYHOLE
Security System. The Director of Central Intelligence proposed and the
Director of NSA concurred that the Committee on Overhead Reconnaissance
should be requested to study this problem (which is essentially a part of
the problem outlined in paragraph l above) and submit its views to the
United States Intelligence Board for consideration.
