A number of recent developments have combined to make a reorganization of OCI desirable? Primary among these are the Agency Five and Fifteen Year Plans, which call for a vastly increased effort on China and env,gemu Moser ties between e"r`~.epart- _ Eastern and Weesste? .Eurp ~ e. fh-e structure of the mental eegional Group which is not yet fully developed, suggests a realignment of other government organizations to parallel it. The present divided organization handling the Vietnamese problem is inefficient; centralization is clearly required. Finally, the proliferation of individuals and small staffs doing specialized jobs for the O/DDI needs rationalizing.. 2. To meet these requirements, the following changes are effective immediately: a.
