MEMORANDUM FOR: Members of SIGINT Committee Ad Hoc Group
on Requirements Satisfaction
SUBJECT Minutes of the Eighth Meeting, 2 February 1973

2. The new Terms of Reference, as established in the
SIGINT Committee meeting of January 31 were distributed and
discussed. The emphasis of the discussion was on the intent
of the changes mdde by the SIGINT Committee as gathered from
the discussion in the SIGINT Committee meeting. The major
changes in the Terms of Reference were:
(1) The DCI (in his role as head of the intelli-
gence community) rather than the USIB was
specified as the principal consumer whose
needs must be satisfied by the assessment
methods;
(2) in addition to the more or less quantitative
measures of satisfaction of purely SIGINT
requirements by SIGINT resources, there was
added the task of assessing the value or use-
fulness of SIGINT product in the overall
intelligence problem;

(3) rather than obtain measures of the performance
of all SIGINT resources as an aggregate, it
was directed that methods be developed so that
the performance of some smaller groups of
resources could also be evaluated. The
determination of appropriate levels of aggre-
gation were also added to the task of the
Ad Hoc Group;
(4) even though the Terms of Reference were not
changed in the part which made implementation
of the assessment procedures a function of
the SIGINT Committee, in &fscussion in the
SIGINT Committee meeting it was clear that the
SIGINT Committee expects the Ad Hoc Group to
provide at least trial runs of methods used
with actual data.
3. It was planned to spend the balance of the meeting
in discussing the ELINT EOB problem. Unfortunately, through a
mix-up in conference room reservations the meeting was adjourned
