Approved For Release 2004/12/01 :M00062A000100010017-1 Attachment USIB - 25X1 31 January Terms of Reference SIGINT Committee Ad Hoc Group for Development of Assessment Methods Mission The SIGINT Committee Ad Hoc Group for Development of Assessment Methods will develop and recommend those mechanisms by which the SIGINT Committee can routinely determine and report to the Director of Central Intelligence,first, the degree to which SIGINT requirements are being satisfied and second, the identification and value of the SIGINT information. Authority and Responsibility The group will only develop evaluation methods. The implementation of the methods will be the responsibility of the SIGINT Committee. The evaluation methods should provide means to determine the effectiveness of SIGINT resources, which are employed to satisfy existing requirements. The methods will be designed to enable the SIGINT Committee to elicit end-user assessments of the extent to which their SIGINT requirements have been satisfied. The group will not attempt to redefine or restructure the SIGINT requirements systems. If the group finds an existing requirement statement is unclear or is otherwise unsuitable for the development of evaluation methods, they will request clarification and guidance from the SIGINT Committee. The Ad Hoc Group will report to the SIGINT Committee on the progress of its investigations and will receive from the SIGINT Committee instructions on the direction of research and investigation as appropriate. The Ad Hoc Group will have authority to obtain information and data from the Intelligence Community members on the same basis as the information would be made available to the entire SIGINT Committee. The SIGINT Committee will be responsible for informing the members of the Intelligence Community. Dissenting opinions from the consensus may be noted at the request of the dissenting member of the Ad Hoc Group. The members of the Ad Hoc Group will be selected by the SIGINT Committee. The Chairman will be appointed by the Chairman of the SIGINT Committee. The duration of the Ad Hoc Group will be at the pleasure of the SIGINT Committee. Approach The following principles will govern the carrying out of the mission of the Ad Hoc Group: a. Consider all available and appropriate evaluations procedures, methods and information sources, keeping to an absolute inii unum recommending additional effort; b. Adopt an incremental phased approach addressing the problem a step at a time, but keeping in mind the overall goal.; c. Keep the SIGINT Committee informed of all Ad Hoc Group activities and progress promptly; and d.
