The Committee discussed various pros and cons of using existing mechanisms within the Committee structure to develop a means to determine the degree to which SIGINT requirements are being satisfied. Taking into account this discussion the Chairman established an Ad Hoc Group and designated of the IC Staff as its Chairman. Those members of the Committee who have an interest in this group are requested to provide the SIGINT Secretariat with the names of their representatives. 2. The first task of this group will be to develop terms of reference to be submitted to the Committee for approval. 25X1 25X1 3. Following approval of the terms of reference the mission of the Ad Hoc Group is to develop a mechanism by which the SIGINT Committee can routinely report on the degree to which SIGINT requirements, from both overhead and ground collection, are being satisfied.
