1. The attached memorandum from the Director of the
Federal Bureau of Investigation states that it is their
position that none of the FBI's budget should be included
in that of the NFIP. From discussions at the staff level,
it is our understanding that the FBI desires to remain a
part of the Intelligence Community although not included
in the NFIP.
2. Since the EO specifically mentions FBI as part of
the Intelligence Community [Sec. 2, para. (b)(6)], it is
OPBD's recommendation that the CFI include the funds budgeted
for the Intelligence Division of the FBI in the NFIP.
Although the FBI states their role in foreign intelligence
activities is a supportive one, as a member of the Community
their funds should be included in the NFIP for the same
rationale under which State, Treasury and ERDA were included.
